HomeMy Public PortalAbout2017-26 Urging Florida Governor Rick Scott to veto line item 91 of the General Appropriation ActRESOLUTION NO. 2017-26 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, URGING FLORIDA GOVERNOR RICK SCOTT TO VETO LINE ITEM 91 OF THE GENERAL APPROPRIATION ACT (SENATE BILL 2500) THE STATE BUDGET AND HOUSE BILL 7069, BASED ON THEIR NEGATIVE IMPACTS TO TRADITIONAL PUBLIC SCHOOLS; PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village of Key Biscayne, Florida (the "Village") has made a commitment to improving public education for its residents; and WHEREAS, the Village and the Miami -Dade School Board (the "School Board") have partnered together in this effort through extensive parental and community engagement with Miami - Dade County Public Schools, and an Interlocal agreement providing for substantial improvements at MAST Academy and the Key Biscayne K-8 Center; and WHEREAS, in furtherance of this effort, on January 24 , 2017, the Village Council adopted Resolution No. 2017-04 expressing support for the School Board's legislative platform for the legislative session just ended; and WHEREAS, the General Appropriation Act (Senate Bill 2500) State Budget and House Bill 7069 (the "Bill") haves been adopted by the Florida Legislature and will be presented to the Governor for signature; and WHEREAS, if signed into law, line item 91 of the General Appropriation Act, dealing with funding for traditional public schools, and the State Budget and the Bill, will negatively affect have a negative impact on our traditional public schools' ability to maintain school facilities owned by the public, will increase the cost of securing capital, will delay indefinitely necessary capital projects for traditional public schools, may cause a credit rating downgrade, and could even impact adversely current educational programming; and WHEREAS, as such, the Village Council urges the Governor to veto line item 91 of the General Appropriation Act, and the State Budget and the Bill, to prevent the foreseeable to the extent that they will have a negative impacts they would have on traditional public schools; and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted, confirmed and incorporated herein. Section 2. Governor Veto Urged. The Village Council hereby urges the Governor to veto line item 91 of the General Appropriation Act, and the Bill, for the foregoing reasons the State Budget and the Bill to the extent that they will have a negative impact on traditional public schools. Section 3. Transmittal. The Village Clerk is hereby directed to immediately transmit this Resolution to the Governor and the School Board. Section 4. Effective Date.
