A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD URGING CONGRESS TO ENSURE
THAT EMPLOYIER6TAXES.REQUIRED TO BE SPENT
IN FUNDING JOB SERVICE OPERATIONS BE ALLO-
CATED TO THE STATES FORTHWITH.

WHEREAS, Lynwood residents and employers are served by the
California Employment Development Department's Compton Job Service
office; and
WHEREAS, the employer community pays for the operation and
staffing of the Job Service through the FUTA tax on employer payroll; and
WHEREAS, staffing for the Job Service nationally has been
seriously reduced despite specifically designated employer payroll taxes
which may be spent in no other way; and
WHEREAS, the federal government presently has accumulated a
approximately $2.4 billion in employer FUTA taxes which could pro-
perly be used to fund Job Service staffing; and
WHEREAS, failure to adequately staff Job Service offices
results in reduced services to employers and job applicants
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Lynwood convey its concern over this situation to appropriate elected
officials and Members of Congress.
BE IT FURTHER RESOLVED the Lynwood City Council urge Congress to ensure
that employer taxes required to be spent in funding Job Service oper-
ations be allocated to the States forthwith.
PASSED, APPROVED AND ADOPTED this 6th day of June 1989.
