A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD ADOPTING AN EXTENSION REQUEST TO
THE STATE OFFICE OF PLANNING AND RESEARCH FOR
TIME TO UPDATE THE CITY OF LYNWOOD 1977
GENERAL PLAN
WHEREAS, the General Plan of the City of Lynwood has been
amended from time to time to include adoption of various State
mandated and discretionary elements, but has not substantially
' updated the plan since 1977; and
WHEREAS, the City of Lynwood faces significant and continued
growth in certain areas within the City which require the updating
of the City General Plan in order to maintain internal consistency
among the various Elements and to serve as a useful tool to plan
for and manage growth into the next decade; and
WHEREAS, the City Council adopted Resolution No. 88 -93
authorizing the formation of a General Plan Advisory Committee,
the funds to update the General Plan and has obtained consultants
to participate in the revision process; and
WHEREAS, the City Council included in the update program the
requirement of citizen participation to provide an additional form
of policy direction in updating the General Plan and maximize
public input and participation in the planning process; and
WHEREAS, staff turnover has hindered the ability of the City
to update its General Plan in the past, but with the assistance of
consultant services the City anticipates adopting an updated
General Plan in June of 1990; and
WHEREAS, pursuant to Section 65361 of the California
t Government Code, the Director of the Office of Planning and
Research of the State of California, has the authority to grant
extensions of time for completion or revision of the mandatory
elements of the General Plan.
NOW, THEREFORE, the City Council of the City of Lynwood does
hereby find order, determine and resolve as follows:
1. The City Council hereby finds that, pursuant to California
Government Code Section 65361 (a) (6), the following reasons
exist to justify an extension of time to prepare the timely
revision to the following elements: Land Use, Circulation,
Open Space, Conservation, Safety, Noise, Housing and
discretionary elements of the City of Lynwood General Plan.
The above elements have not previously been updated because:
A. The City of Lynwood is a small City (approximatey 5.0 square
miles) which has experienced rapid growth through development
over the last ten years. Because of statutory- imposed
processing deadlines, and to avoid imposing a development
moratorium, a large part of the City's available in -house
staff resources have necessarily been devoted to current
planning matters including subdivision, land use and
circulation problems resulting from the aforementioned growth.
' B. The City of Lynwood Community Development Department, Planning
Division, is composed of a Planning Manager, a Planning
Associate, a Planning Technician and a Office Assistant II.
In addition to the Division's small staff, high turn -over has
affected the continuity of planning activities in the City.
The City has had six (6) Community Development Directors in
the past eight (8) years, and the current Planning Manager was
only recently hired in September of 1988.

C. Despite continued efforts by the City of Lynwood to update and
expand its General Plan over the years to include various
State mandated Elements, and to frequently revise its Housing
Element, the City has not had the financial resources to
comprehensively update its General Plan which was initially
adopted by the City Council in 1977.
D. Since the late 1970 a tremendous growth spurt has occurred
in certain areas of the City and the population has increased
from 45,100 to 53,700 As this growth
continues, the 1977 General Plan (as amended over the years)
is in need of significant updating to maintain internal
consistency among the various elements, and to serve as a
useful tool to plan for and manage growth into the next
decade.

REASONS FOR WHICH AN EXTENSION IS REQUIRED
The General Plan of the City of Lynwood has been amended from
time to time to include adoption of various state mandated and
discretionary elements, but has not substantially updated the
plan since 1977.
However, since the late 1970's, a tremendous growth spurt has
increased the population of the City of Lynwood from 45.100 in
1973- to 53,700 in 1989 (based on the latest Department of
Finance forecast for January 1, 1989). As this growth continues,
the 1977 General Plan (as amended over the years) is in need of
significant updating to maintain internal consistency among the
various Elements, and to serve as a useful tool to plan for and
manage growth into the next decade.
As an example of the current development trend, the Planning
Staff of the City of Lynwood has recently processed four (4)
General Plan Amendments to reflect current trends in development
in certain areas of the City, considering that the Planning Staff
is composed of a Planning Manager, Planning Associate, Planning
Technician and a office Assistant II, the processing of these
General Plan Amendments takes significant time away from time
required to update the General Plan. In addition to the
Departments small staff, there has been a high turn -over rate
which has affected the continuity of planning activities in the
City. The City has had six (6) Community Development Directors
in the past eight years, and the current Planning Manager was
only recently hired in September of 1988.
Recognizing the need to update the 1977 General Plan and
considering the staffing situation of the Planning Division, the
City Council has approved a Resolution authorizing the formation
of a General Plan Advisory Committee, the funds to update the
General Plan and RFP (Request for Proposal) to obtain a
consultant to participate in the revision of the General Plan;
the City of Lynwood is applying for this General Extension to
ensure the process will continue as proposed leading to adoption
of a new General Plan in June of 1990.

INTERIM POLICIES AND PROCEDURES'
The following polices and procedures' will. apply to,.
every application for a subdivision, rezoning,, use permit,
variance or zoning permit to which one or more.. elements of the'
general plan would apply during the extension of time granted
pursuant to Government Section 65361 for Revision of these,,
elements.
• (1) The City will retain a planning: consultant to
assist in revising the elements.
(2) No application will be accepted unless and unt'i'l `
an initial report has been submitted to-the City
by the planning consultant on the element or
elements that would apply to the application.
(3) After submission of initial reports, An
Application may be approved if the proposed
land use is consistent with 'the• applicable
report or reports or, if subsequent- reports
received by the City, with the most. recent
applicable report or reports. '
(4) The determination of whether the, proposed landr -
use is consistent with the applicable general., .
plan element report or reports shall be made b'y:
the City Council, Community Redevelopment Agency.

The decision - making body or individual shall
make findings based on substantial evidence to;

(5) The policies and procedures stated herein shall
