HomeMy Public PortalAbout89-099 (06-20-89)RESOLUTION NO. 89 -99 fl 1 1„ "A RESOLUTION OF THE CITY OF LYNWOOD TO THE STATE AIR RESOURCES BOARD, URGING ITS SUPPORT OF AMENDMENTS TO THE AIR QUALITY MANAGEMENT PLAN WHICH PROVIDE FOR COMMON SENSE ALTERNATIVES TO MINIMIZE JOB LOSS AND OTHER DEVASTATING IMPACTS ON LOCAL GOVERNMENT, THE ECONOMY AND CITIZENS." WHEREAS, on March 17, 1989, the South Coast Air Quality Management District Board adopted the draft 1989 Air Quality Management Plan; and WHEREAS, parts of the plan are reasonable measures to achieve the important goal of clean air; and WHEREAS, the Air Quality Management Plan contains detrimental provisions and measures that will affect the economic and financial well -being of every City in the Air Quality Management District; and WHEREAS, the plan will usurp the authority of local governments to make land use decisions and grant such authority to a regional organization with strict veto rights; and WHEREAS, local governments will be required to impose additional government red tape on the private sector, which would make it more difficult for it to conduct business and commerce; and WHEREAS, cities and counties will be required to add additional employees to their payrolls to monitor compliance with the AQMP; and WHEREAS, there are cost - effective alternatives that would clean up the air faster than the Air Quality Management Plan. NOW, THEREFORE, BE IT RESOLVED that the city of Lynwood requests the State Air Resources Board to take the following actions related to the Air Quality Management Plan: 1. Delete those measures from the 1989 Air Quality Management Plan which are not technically feasible or proven; which are not cost - effective; which have high socio- economic impacts, including severe loss of jobs; which are not equitable in their impact on businesses; and which are not verifiable without extremely intru- sive enforcement; and 2. Consider measures and alternatives to the Air Quality Management Plan which are cost - effective, technically feasible, flexible, and incentive -based including an automobile buy -back program, mobile source offset program, toll roads, and monorail system.
