A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD APPROVING AN AMENDMENT TO THE CLASSIFICATION
PLAN AND THE MANAGEMENT SALARY SCHEDULE FOR THE
' POSITION OF ADMINISTRATIVE ASSISTANT TO THE CITY MANAGER
WHEREAS, the City Manager has directed a review of the
classification plan for the purpose of determining if a current job
specification is appropriate for the current needs of the City
of Lynwood; and
WHEREAS, the Human Resources Department of the City of
Lynwood has undertaken that review and proposed an amendment to the
current classification plan; and
WHEREAS, the City Manager defines the position of
Administrative Assistant To The City Manager as a " confidential "
position within the meaning of the Myer - Milias -Brown Act.
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby resolve as follows:
Section 1. That the revised classification specification,
identified in column #1 below, is hereby approved, and the
current classification, identified in column #2 below is hereby
abolished.

Section 2. That the Management Salary Schedule be
amended as follows:

Section 3. It is the intent of the City Council to
replace any existing classifications currently titled Assistant
To The City Manager and replace it in the City's Classification
Plan with the revised classification description which is
attached to this resolution an identified as Exhibit #1.
Section 4. This resolution shall go into effect
immediately upon its adoption.
PASSED, APPROVED, AND ADOPTED this day 18th day of
July 1989.

AI2ti]IAIISTRATIVE ASSISTANT TO THE CITY MANAGER
DEFINITION
Under the administrative direction of the City Manager, to
assist the City Manager in his service to the City Council; to
assist in the development of the City budget; supervises the
administrative services staff, responsible for legislative
analysis, financial analysis, special studies and reports; to
perform the functions of the City Manager in the Manager's
absence; and to do related work as required.
EXAMPLES OF DUTIES
Assist the City Manager in coordinating the activities of the
City's departments; assists in the development and preparation of
the City's and Redevelopment Agency's annual budget; serves as
City Manager's representative on the City's budget team; oversees
the City's Public Information efforts through coordinating and
directing the issuance of appropriate press releases, directs
and /or conducts the City's legislative analysis program; assists
in the preparation of various financial projects, including long-
term financial projections and analysis of trends; advises the
City Manager and City Council on financial policies; responsible
for the preparation of special studies and reports on
administrative or organizational problems; develops, implements
and oversees Grants program for the City and LRA; serves as staff
to the Community Affairs Commission and Community Access Advisory
Board; assist as directed, department heads with operational or
administrative problems on special projects; field and respond to
all citizen complaints received in the City Manager's office;
work with appropriate department heads and community groups and
follow up to ensure problems are satisfactorily resolved.
SPECIAL REQUIREMENT
Possession of an appropriate California Operator's License issued
by the State Department of Motor Vehicles.
DESIRABLE QUALIFICATIONS
Knowledge of:
Principles, practices and procedures of public
administration, management and organization;
Techniques of financial, management and administrative
analysis;
Research methodologies and analytical techniques;
Municipal role in Cable television;
Computer and data processing applications;
Budget preparation. analysis and control
and
Ability to:
Assist the City Manager in coordinating the activities
of the City's departments;
Prepare various financial and cash management reports;
supervise, train and evaluate subordinate personnel;
Conduct assigned studies and reports;
Communicate effectively, orally and in writing;
Establish and maintain cooperative relationships with
other City officials, employees and the general
public.
and
Training and Experience: Any combination of training and
experience which would likely provide the required
knowledges and abilities is qualifying. A typical way
to obtain these knowledges and abilities would be:.
Three years of experience in a public agency performing
similar duties. Bachelor's degree from accredited
college in Public Administration or a closely related
field; Master's degree highly desirable and may be sub-
stituted for one year of experience; or any combination
of training and experience which may provide the re-
quired knowledges, abilities and skills.
