A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD AUTHORIZING THE FILING OF A JOINT
APPLICATION TO FORM A SERVICE DELIVERY AREA
UNDER THE FEDERAL JOB TRAINING PARTNERSHIP
ACT ADMINISTERED BY THE STATE OF CALIFORNIA.
I� WHEREAS, the Job Training Partnership
was enacted by Congress to establish a new empl
systems to replace the comprehensive employment
(CETA) which was phased out September 30, 1983;
WHEREAS, the JTPA provides that local

WHEREAS, an SDA consists of any unit of general government
with a population of 200f;000: or more or any consortium of contiguous
units of local government with a combined population of 200;000 or
more serving a substantial portion of a labor market area; and
WHEREAS, the applicant cities form a population base in
excess of 445,440 and compose the "Hub Cities" Area; and
WHEREAS, the city of Lynwood is committed to providing
training opportunities for eligible residents and believes strongly
in forming training partnerships with the private sector; and
WHEREAS, the Hub Cities Consortium has successfully planned
and delivered employment and training services to its residents
as a Prime Agent; and
WHEREAS, the proposed SDA consortium will be self - supporting
with all funds available to member cities with each city designating
an executive board member for purposes of governance; and
WHEREAS, a Joint Powers Authority between the SDA members
has been formed and the SDA will represent the member cities.
NOW, THEREFORE, BE RESOLVED THAT THE Lynwood City Council
hereby authorized the filing of an application with the City's of
the "Hub Cities" Area to become a Service Delivery Area under the
Federal Job Training Partnership Act.
