A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD, CALIFORNIA AMENDING RESOLUTION
NO. 88 -8 TO INCREASE THE NUMBER OF MEMBERS ON
THE PROJECT AREA COMMITTEE FOR LYNWOOD
REDEVELOPMENT PROJECT AREA "A" ( "PAC ") AND
FINDING THAT THE PAC IS REPRESENTATIVE.

WHEREAS,Ipursuant to Section 33385 of the Community
Redevelopment Law (California Health and Safety Code Sections
3300 et sec. the City Council called upon the residents and
existing community organizations in Lynwood Redevelopment Project
Area " A " to form a Project Area Committee ( "PAC "); and
WHEREAS, the City Council did, by resolution, adopt a
procedure pursuant to Section 33385 of the Community
Redevelopment Law for the formation of the Project Area
Committee; and
WHEREAS, on January 5, 1988, the City Council determined by
Resolution No. 88 -8 that the PAC was to be comprised of 13
members, including representatives from the following four
categories: residential owner occupants, residential tenants,
businesspersons and members of existing community organizations
within the project area, as required by Section 33385 of the
Community Redevelopment Law. Representation was to be
distributed among the four interest categories and four
geographic subareas: Long Beach and Imperial Corridors, Atlantic
Corridor, Remaining Area and Entire Project Area.
WHEREAS, members of the

WHEREAS, on February 2, 1988, the City Council, by
Resolution No. 88 -14, amended Resolution No. 88 -8 to increase the
number of PAC members to 15, finding and determining that such
amendment would increase the representation of the PAC.
Representation in the PAC, accordingly, was to be distributed
among the four interest categories and geographic subareas as
follows:

* "Remaining Area" means all portions of the Project Area except
the Long Beach and Imperial Corridors and Atlantic Corridor
subareas.
WHEREAS, on April 21, 1988, the PAC members adopted Bylaws
for the Lynwood Project Area " A " Committee ( "Bylaws "); and
WHEREAS, the Bylaws provided for the term of the PAC members
to expire at the second annual meeting of the PAC; and
WHEREAS, the second annual meeting of the PAC and election
as held, was required by the Bylaws, on March 16, 1989, and
approximately 50 persons, including residential owner - occupants,
residential tenants, businesspersons and members of community
organizations from the project area did attend; and 12 members of
the community were duly elected to the PAC pursuant to the
election procedures; and
WHEREAS, the members of the PAC have voted to amend their
Bylaws to increase the size of the PAC by two members, both
' representatives of community organizations, subject to City
Council action amending Resolution No. 88 -8, as amended, to
increase the size of the PAC as follows:

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
RESOLVE AS FOLLOWS:
Section 1. City Council Resolution No. 88 -8, as amended,
is hereby amended to increase the number of PAC members to seven-
teen (17), adding two members who are representatives of community
organizations. The City Council hereby finds and determines that
such amendment maintains the representativeness of the PAC;
Section 2. The members of the PAC may fill any vacancies
on the PAC according to reasonable procedures adopted by the PAC
and in compliance with the Community Redevelopment Law.
