Parks and Recreation Department Conference Room
Members present: Gusti Laidlaw, Ed Roper, Matt Linde, Corey Nelson

Meeting called to order at 6:05 PM
Corey Nelson made a motion to approve minutes from the 4/17/13 meeting. Matt Linde second. Motion
passes unanimously, minutes approved.
Open Committee Positions
Gusti Laidlaw presented her resignation from PRAC to the committee.
CIHM
Dennis Coyle presented the CIHM business plan. CIHM board wants to do education, interpretation and
tours. Site operation would be performed by Parks and Recreation. Parks and Recreation needs $8,500 more
annually to operate the site, plus additional funds to clean-up and move in, including ADA compliance.
Discussion on flip-flopping the 10-bay to face the east for aesthetic reasons. Dennis went over the CIHM
board structure and how it will work with PRAC. CIHM moves to Assistant Fire Warden's house. Parks and
Recreation will operate out of the Crew Quarters building. Revenue generated on that site will follow City
policies and procedures. If funds are generated by the museum, grants, donations etc... they will go to CIHM.
Everything else goes to the City.
Fiscal Year 2014 Budget
Discussion on budget process. Parks and Recreation van repairs are still needed. Operating budget for Parks
and Recreation is fine. No requests will be made outside of what we are working with currently. The
Department is only looking for funds for capital improvement.
Operating with one boating ambassador to keep Parks and Recreation Administrator employed part-time.

There was a discussion on the flower budget, Gusti Laidlaw to bid on flowers for beds, not baskets. Dennis
Coyle gave an iCount recap. Twenty-seven kids and parents were counted walking on Spring Mountain and
Samson trail. Dennis Coyle recapped LOT applications. Budget request priorities are determined 3 ways,
life/safety, protect investment, and cool factor:
Legacy repairs with Urban Renewal contributing one-half - $14,000
Fairway bathroom - $20, 000
Pick-up
CIHM
Discussion on bathroom design possibilities for Fairway Park followed. It is possible to use plans from the
boat ramp parking lot bathroom. The facitlity at the boat ramp cost $91,000. A pre-fab facility is
approximately $76,000 or stick built for $91,000.

A Presentation on Coeur d'Alene parks and revenue generation was given by Dennis Coyle. Coeur d'Alene
Carries $1,00,000 for acquisition and development.
Proposal for revenue:
Parks Director to go to City Manager and Treasurer regarding funds left at the end of the fiscal year. Any
monies left at the end of the fiscal year, will go into a Parks fund instead of going into General Fund. We will
create a foundation to raise money. $20,000 per year is currently being generated through concession
permits. Concessions monies go to General Fund for parks and then back into Park and Recreation budget. If
this process had started four years ago we would have $70,000.
Long-term projects include fields at Fairway, Brown Park playground to name a few. Dennis is asking for PRAC
to think about how to raise money for development of this fund. Higher sales occur within a certain distance
of trails and pathways. If the City wants to bring economic development to McCall, they must spend more
than 4% of the budget on Parks.
There are two open seats on the Committee. Ed Roper made a motion to nominate Tyler Bork and Willie
Ruemmele to join the committee. Matt Linde second. Irwin gave his proxy vote to vice -chair. Motion passes.
The Director requested that the PRAC members attend budget hearing for FY 1 on July 9, to PRAC.
