HomeMy Public PortalAbout89-159 (09-05-89)RESOLUTION NO. 89_159 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD FINDING THAT THE USE OF TAX INCREMENT FUNDS ALLOCATED FROM THE ALAMEDA PROJECT AREA AND LYNWOOD REDEVELOPMENT PROJECT AREA "A" (AS AMENDED) FOR THE PURPOSE OF IMPROVING AND INCREASING THE COMMUNITY'S SUPPLY OF LOW AND MODERATE INCOME HOUSING OUTSIDE THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT AREAS (AS AMENDED) WHEREAS, the City Council ") approved and Alameda Project Area on No. 993 in accordance Redevelopment Law (Cal 3000 et sea. and Council for the City of Lynwood ( "City adopted the Redevelopment Plan for the or about November 18, 1975 by Resolution with the provisions of the Community ifornia Health and Safety Code Sections WHEREAS, the City Council approved and adopted the Redevelopment Plan for the Lynwood Redevelopment Project Area " A " on or about July 3, 1973 by Ordinance No. 945 and subsequently amended the Redevelopment Plan for Project Area " A " on December ' 27, 1973, by Ordinance No. 960, on August 19, 1975 by Ordinance �No. 990, on June 1, 1976 by Ordinance No. 1000, on December 7, 1976 by Ordinance No. 1010, on December 16, 1980 by Ordinance No. 1111 and on July 19, 1988 by Ordinance No. 88 -1308 in accordance with the provisions of the Community Redevelopment Law; and WHEREAS, the State Legislature has found and declared that decent housing for all the people of the state is vital to the state's future peace and prosperity and the fundamental purpose of redevelopment is to expand the supply of low and moderate - income housing; and WHEREAS, Sections 33334.2 and 33334.6 of the Community Redevelopment Law requires that not less than 20 percent of all taxes which are allocated to the Agency pursuant to Section 33670 of the Community Redevelopment Law, shall be used by the Agency for the purpose of increasing and improving the community's supply of low and moderate - income housing available at affordable housing cost; and WHEREAS, Sections 33334.2(g) of the Community Redevelopment Law provides that the Agency may use such funds outside of a ' project area if a finding is made by resolution of the Agency and the legislative body that such use will be of benefit to the project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LYNWOOD AS FOLLOWS: 1 The City Council of the City of Lynwood hereby finds that the use of taxes allocated from the Alameda Redevelopment Area and the Lynwood Redevelopment Project Area " A" (as amended) for the purpose of improving and increasing the community's supply of low and moderate - income housing available at affordable housing costs outside the Alameda Project Area and Project Area " A " (as amended) and within the City of Lynwood will be of benefit to those redevelopment projects.
