Committee members present: Willie Ruemmele, Irwin Mulnick, Matt Linde, Ed Roper, Tyler Bork
Staff members present: Dennis Coyle, Stephen Kostoff
Irwin Mulnick called the meeting to order at 6:00 PM
Public Comment
Committee Chair Mulnick stated public comment is for anything other than those topics currently on the agenda.
No request for comment.
Parks requirement for Planned Unit Development on Lake Street
Dennis Coyle introduced Delta James; she gave an overview of the P&Z request for comment concerning a planned
unit development on Lake Street. Delta explained the "parks requirement" in P&Z code. Michele Groenevelt,
Community Development Director explained the project in detail. The project co-owner, Steve Minor gave more
detailed information concerning the scope of the project and how they are meeting the parks requirement.
Attorney for the Minors, Steve Millemann showed how the project tied into the city comp plan, pathways master
plan and downtown master plan. Questions from the PRAC focused on clarification of the size, pathway location
and common space use. Delta James explained to the PRAC that it was their role to recommend or not the
development as proposed and not offer alternatives. Mr. Roper had issue with the limit of input PRAC have with
the project. Chairman Mulnick called for a vote to recommend approval of the project and that the P&Z parks
requirement has been met. Tyler Bork second; Question called for, Roper questioned the comparison with the
Springs Development and the playground and pathway not being used by the public. Mulnick yea, Bork yea, Linde
yea, Roper no. PRAC voted 3 to 1 in favor motioned passed
Alcohol at Fairway Park
Dennis Coyle detailed the incident leading up to the request from Dave Jackson regarding alcohol in Fairway Park.
Dennis explained the process for moving this issue forward and said a presentation would be on the October
agenda. Mr. Jackson addressed the board detailing his concerns and the injury to his son. He also mentioned that
other cities have banned alcohol from parks. He hoped that no further instances occur. Tammy Jackson addressed
the PRAC stating that she felt that alcohol was not a factor and that it was an unfortunate accident. Coyle informed
the PRAC that he will contact other cities in Idaho and have a recommendation for the PRAC to consider in
October.
