HomeMy Public PortalAboutMinutes - PAR - 2013.12.18Parks & Recreation Advisory Committee Minutes 12/18/13, 6:00 PM Legion Hall, McCall, Idaho Committee members present: Willie Rummele, Irwin Mulnick, Matt Linde, Ed Roper, Tyler Bork Staff members present: Dennis Coyle, Erin Roper Irwin Mulnick called the meeting to order at 6:00 PM Committee Chair Mulnick requested two amendments made to the agenda: 1. Add a public comment period after the approval of minutes 2. Add approval of minutes for the July 16, 2013 meeting Committee Member Roper made a motion to approve minutes for the November 20, 2013 and the July 16, 2013 meetings, Committee Chair Mulnick second. Motion passes unanimously. Public Comment Committee Chair Mulnick requested public comment be for anything other than public comment on pickieball and tennis, as the committee has heard pickleball and tennis comments several times. Robert Sweetgall asked if his proposal had been submitted to the Committee. Dennis Coyle stated that he will submit the proposal to the committee during the pickleball/ tennis portion of the meeting. Concession Permit Application Dennis Coyle gave a recap of concession permit submitted by CM Backcountry Sports. The City's attorney was consulted and stated that congestion at the boat ramp is a legitimate concern. Dennis Coyle will meet with the City's attorney tomorrow, when he is here in McCall. Dennis Coyle's recommendation would be to not issue a permit unless directed otherwise by Council. Member Roper made a motion not to issue a new concession permit to CM Backcountry Sports. Member Linde second, motion passes unanimously. Pickleball/Tennis Dennis Coyle met with McCall -Donnelly School District Facilities Manager, Matt Moss. Matt did agree about pickieball being a need, but not a top priority. The next step is to meet with the district's superintendent. Coyle will find out what the school district might invest into a pickleball court. Coyle gave a recap of funding possibilities: LOT funding, next year's Parks and Recreation budget $5,000, whatever MDSD might be able to contribute, and the rest up to private fundraising. The project would rely on about a 50% match to complete pickleball courts. Coyle stated that the Department has higher priorities which address health and safety issues. He cannot guarantee $5,000 but would make the request to Council in next year's budget process. Parks and Recreation Advisory Committee — Minutes 1 of 2 Parks & Recreation Advisory Committee Minutes 12/18/13, 6:00 PM Legion Hall, McCall, Idaho A discussion on how the Committee feels about dual -use courts for the coming summer took place. The Tennis association is working toward rehabilitating both of the south courts. The Committee asked if there a recommendation from Staff. Dennis Coyle stated that it would be equally unpalatable on both sides to continue with one court as a dual -use, but he felt that was an appropriate compromise. Coyle was encouraged that a solution was attainable and he will work at bringing down the level of the conversation. Member Mulnick encouraged both entities and MDSD to work together to raise money to build similar courts. Committee Chair Mulnick called for a vote on one vs. two courts for pickleball for the coming summer. Committee Chair Mulnick made a motion to recommend that two south courts be dual -lined for the 2014 summer, and to look for funding options for dual -use courts. Member Bork second, motion passes 4 in favor of two pickleball courts and 1 opposed. Member Coyle will submit his decision to the City Manager tomorrow. Department Update Dennis Coyle has been in negotiations with a private corporation to name Fairway Park in exchange for a sizeable donation. A discussion took place on possible, future development of the waterfront between the marina and Brown Park. Next meeting: January 15, 2014 Meeting adjourned at 7:15 PM.
