HomeMy Public PortalAboutMinutes - PRAC - 2013-02-21Parks & Recreation Advisory Committee Minutes 02/21/13, 6:00 PM, McCall, Idaho Parks and Recreation Department Conference Room Members Present: Bill McDonald, Corey Nelson, Ed Roper, Matt Linde, Irwin Mulnick, Staff Present: Dennis Coyle, Erin Roper Irwin Mulnick made motion to approve minutes from 12/19/12 meeting. Bill McDonald seconded, motion carried. Parasail Concession Permit Application Parks & Recreation may receive a Parasail concession permit application. The owner has applied for and has been granted a business license through the City. Although the application window has closed for the coming summer, there is an appeal process available. Several issues on record will need to be addressed before re -consideration will be granted. River Front Park Public Works is currently located in a residential area — they are grandfathered in. They would like to move. Public Transit has a federal grant to build a transit center. Public Works would sell the current building and move to River Front Park. Parks Department would like to exchange 10 acres on the north end that has no river view for Public Works acreage on the south end with a river view. Discussion about transit hub being downtown and Public Works wants to move. PRAC would have to recommend to City Council and Council would have to approve. Summer Project Update Design work on Bear Basin Trail has begun. Parks & Rec has received an RTD grant and a right of way permit from ITD. Kurt Wolf and Nathan Stewart are working on it. Rotary Park Rotary Park project is a complicated grant. ITD is charging $2,000 to administer the $57,000 grant. Storm water is the main priority. There is no end date to the grant, and no required finish date. The grant will extend it into another fiscal year. Parks & Rec would like to request $10,000 from the Rotary Club to help with the project. The project estimate is about $15,000 for labor and $10,000 for materials. Drainage from parking lot flows in behind retaining wall. A storm drain permit is needed. A Vortex style drain is necessary to meet DEQ requirements. The draining is what is causing it the wall to fail. Discussion on expanding the grant vs. going ahead with the project while the money is in hand. Ed Roper suggestion to get more $$ and expand remodel. Irwin Mulnick and Dennis Coyle will work on proposal to Rotary Club. Cover at Fairway Park/Shelter at Brown Park LOT grant dollars will pay for the soft shelter at Brown Park. Planning and Zoning has approved the shelter. Adjustable straps on the cloth cover will make it easy to adjust. The height will be lower than existing playground so as not to impede the view. Outdoor Solutions will provide cloth covers. A cover at Fairway Park will be purchased. The Fairway Park cover is for keeping balls in park. The one of our Spring PRAC meetings will be a budget review meeting to gather input from PRAC. Irwin Mulnick may attend a City Council meeting to discuss the Central Idaho Historical Museum (CIHM) and how it affects the Parks & Rec budget. There is a CIHM meeting on March 6. Some OHM board members would like the City to take a bigger role in the site. Possible LOT applications Drainage at Legacy Park Rotary Fairway bathroom River Front CIHM Open Discussion Irwin Mulnick reported on the McCall Parks & Rec's involvement in Re -Mastered Race. The event was a sparkling success. There were 120 racers over two days. It was a great partnership. Irwin Mu!nick suggested that the Committee might want to brainstorm a challenging project to take on. Above and beyond what Dennis Coyle is already working on. Dennis Coyle suggested that the Committee work on an access point/put-in at the dam at the Lardo Bridge. Lake Irrigation District would like to see what needs to be done to make that happen. Irwin Mulnick suggested a community center. Ed Roper suggested that we might look for fail programs, or a fundraiser post -labor day, maybe a triathlon. [Note to self: did Roper just say "golf tournament?".] There are a lot of good ideas on the table: snowshoe softball tournament, change up triathlon, paddle bike play golf, endurance races, winter triathlon. Next meeting date change to March 13.
