Meeting called to order at 6:02 PM
Roper moves to approve minutes from 02/21/13 meeting. Bill McDonald seconded, motion carried unanimously.
Central Idaho Historical Museum
Dennis Coyle gave a report on the meeting with the CIHM about Parks & Rec taking over the management of the site. The site
would take between $10 and $16K per year to keep it open. The State Department of Lands has a reversionary clause in their deed.
If the site is not retained as an historical site, ownership reverts back to Lands. John Powell, Matt Linde, Ed Roper and Kurt Wolf will
all help with the assessment of the site.
Recreation Update
Basketball wraps up with a tournament this weekend. Mark Pernell hosted a group of 25 first graders from Council for snowshoeing
and Nordic skiing at Ponderosa State Park. Youth volleyball for 5th & 6th graders begins April 2 at BMES.
LOT Applications
Legacy Park Repairs
Central Idaho Historical Museum
Pickup — LOT funds + match
Fairway Restroom — LOT funds + match, total cost is about $60,000. City Council has requested a restroom at Fairway.
River Front Park
Legacy Park is the main priority for LOT funds. The money would go to repairing the erosion problem. Concerns were discussed on
using basalt and large boulders. Discussion took place on which projects are the high priorities for LOT funds. Dennis' priorities are:
#1 Legacy Park repairs, #2 is a tie between match for River Front Park, pickup, and #3 Fairway Restroom.
PRAC recommends in order of priority for LOT funds: Legacy Park repairs, Fairway Park restroom, and a pickup for Parks staff and
River Front (as a multi -year request are a tie for third.) A suggestion was made to ask for multi -year funds.
PRAC Member from the High School
Recommendations by the high school staff were made to the Department for a high school student to sit on PRAC.
Staff will write a letter to invite the students to write a letter of interest if they would like to be considered for a seat on the
Committee.
Open Discussion
Frisbee golf grant funds are in -hand, discussion on location of Frisbee Golf course followed. Committee agrees that the course
should be at the airport approach so it is close to the high school.
A discussion on the After School Program took place. The after school program costs about $22,000 per year. There is a budget
deficit in the program of about $12,000. They pay two instructors to facilitate the program Monday -Friday from 3:00 pm to 6:00
pm. Parks & Rec Department does not have the staff available to run the program

The PRAC recommends that funding the after school program is not a priority unless long-term funding from the City can be
secured. PRAC supports program, but not at the expense of the Parks & Recreation Department programs and projects already on
the table.
