HomeMy Public PortalAboutMinutes - PRAC - 2013-04-17Parks & Recreation Advisory Committee Minutes 04/17/13, 6:00 PM Legion Hall, McCall, Idaho Members Present: Dennis Coyle, Erin Roper Staff Present: Matt Linde, Irwin Mulnick, Ed Roper, Corey Nelson, Willie Ruemmele, Tyler Bork Irwin Mulnik called the meeting to order at6:03 pm. Minutes Motion by Irwin Mulnick to approve minutes with noted correction of Frisbee golf recommendation to be near River Front park, second by Ed Roper. Rec Update Dennis Coyle gave an update on recreation programs and rec aides who have been hired. Dennis Coyle made an announcement on open committee positions on Planning and Zoning Volunteers are needed for smart growth America, May and again in summer. ITD is interested in counts for bicycles and pedestrians for grant information. MIC donated $2,000 for downtown flowers to be added to regular budget of $6,000. Budget Calendar FY14 Fiscal year 2014 Budget calendar is out. Dennis Coyle to meet with City Manager and treasurer to go over budget for FY 2014. Capital improvement projects asking for $100,000 in LOT money. Funds are requested for: Legacy Repairs, Truck, CIHM, Fairway Restroom, River Front Park. Public Hearing on the budget on May 10, from 1-4 pm. Irwin Mulnick to attend. There is another budget meeting on July 9. Dennis answered questions regarding repairs at Legacy Park including costs. Committee Positions There are two committee openings with 2-3 candidates. The position requires a formal committee vote and an Agenda Bill to City Council. There is one short-term and one long-term position. Dennis Coyle presented Willie Ruemmele's letter of interest to the committee. There was discussion on the number of open seats on the committee. Dennis Coyle recapped responsibilities and role of PRAC member for potential board members. The discussion included examples of concession permits. Recreation programs are needed to fill gap for ages 16-25, as well as revenue needed to run them. Committee members should be an advocate for Parks and Recreation. The Committee's Charter does not have an age restriction and recommends broad representation on the Comittee. PRAC will make a decision in May on new members. Tyler Bork is interested in becoming a member. Irwin asked to increase by two members, but quorum numbers are then greater. The option to have a non -voting member was discussed CIHM Remodeling the office, professional cleaning etc... is required before move -in. Finding another $1001<to build a shop is more difficult. There is a reversionary clause about the operation of an educational site. The CIHM lease is up this October. $201< per year is spent each year on the site. The 10-bay is sound. CIHM is a great site for Parks & Rec, store front, revenue generating, and a nice addition to economy. The site has revenue potential: parties, reunions, weddings. Hospital does not have a gift shop. It will take money to begin making money on the site. Linde, CIHM is worth pursuing, a location this good may not come along again. Coyle revenue generated from the site would go to the city, not to the CIHM board. There was Discussion on the Museum Board's budget and how often and for how long, they operate the full crew quarters. On April 25, Dennis goes to City Council on LOT applications. PRAC recommends proceeding on CIHM site with caution. Make sure the financials are correct. There are concerns about plumbing issues and heating issues.
