GREENCASTLE COMMON COUNCIL
REGULAR SESSION
TUESDAY, FEBRUARY 13, 2001 7:00 P.M. CITY HALL
The Greencastle Common Council met in Regular Session Tuesday, February 13, 2001, 7:00 p.m.
at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton, Councilor
Liechty and Councilor Rokicki. Also present was City Attorney Laurie Robertson.
There were no Public Petitions and Comments.
Department Reports were given.
Motion to approve minutes from January 9, 2001 Regular Session and January 10, 2001, Joint
• Session was made Councilor Rokicki, seconded by Councilor Crampton. Vote was unanimous.
Motion to approve claims made by Councilor Liechty, seconded by Councilor Roach. Vote was
unanimous.
Motion to send the CFF Planning Grant Administrator Agreement to the Board of Works for
approval was made by Councilor Roach, seconded by Councilor Rokicki. Vote was unanimous.
Motion to approve street closings requested by DePauw University for Commencement and
practice May 18 and 19, 2001 per attached letter made by Councilor Roach, seconded by
Councilor Crampton. Vote was unanimous.
Council gave consensus to move forward with the concept of Global Positioning System
equipment and technician as outlined in the memo presented by Engineer Morrow and attached to
and made a part of these minutes.
Resolution 2001 -2, A Resolution Authorizing Transfer of Appropriation in the 2001 Budget of
the City of Greencastle, was read by Mayor Michael. Motion to approve made by Councilor
Rokicki, seconded by Councilor Hammer. Vote was unanimous.
Resolution 2001 -3, A Resolution Authorizing Additional Appropriations, was read by Mayor
• Michael. Motion to approve made by Councilor Roach seconded by Councilor Crampton. Vote
was unanimous.
® Ordinance 2001 -1, An Ordinance of the Common Council of the City of Greencastle, Indiana,
Amending Ordinance No. 1999 -20 (As Previously Amended by Ordinance 2000 -2), Authorizing
the Issuance and Sale of County Economic Income Tax Revenue Bonds of the City, and Certain
Matters Relating Thereto, second reading. Motion to approve made by Councilor Roach,
seconded by Councilor Rokicki. Vote was unanimous.
Ordinance 2001 -2, An Ordinance Amending Section 2, Section 7 and Section 8 of Ordinance
2000 -15, An Ordinance Establishing the Size of Departments of the City Government of the City
of Greencastle, Indiana, Fixing the Salaries of Such Departments and Fixing the Salaries of
Certain Other Appointed Officials for the Year 2001, second reading. Motion to approve made
by Councilor Rokicki, seconded by Councilor Liechty. Vote was unanimous.
Councilor Roach made the motion to appoint Robert Berry as the Council appointment to the
Cable Access Committee, seconded by Councilor Rokicki. Vote was unanimous.
A meeting to discuss the Water Master Plan was set for Wednesday, February 21, 2001, 6:00
p.m. at City Hall.
A meeting to discuss the Site Study for the Police Department was set for Monday, March 5,
2001, 6:00 p.m. at City Hall.
Motion to adjourn made by Councilor Hammer, seconded by Councilor Rokicki. Vote was
unanimous.

Re. GPS Equipment/ Mapping Technician .
This is a concept that was approved by the Board of Works on January 17, 2001. They
requested that 1 also present this information to the City Council for approval. Note that this
project will involve personnel issues, as well as equipment purchases.
For the year 2001, we are currently planning to use a summer intern to locate all of the
sanitary sewer manholes. Eldon Lewis (part time employee) will be working with the intern
to locate the structures and become familiar with how to use some rented Global Positioning
System (GPS) survey equipment. Rental of the equipment is approximately $1,200 per
month We are planning to rent the equipment for 2 months. Purchase of the equipment is
approximately $12,000. My second summer intern will use existing mapping to develop
watersheds and start the storm water master plan.
For the year 2002, we are currently planning to use one summer intern, with the aid of a city
employee to conduct a level circuit elevation survey (no GPS equipment) on all manholes, and
measure: invert depths. This information will be compiled to determine the capacity of the
sewer collection system and master plan for future sewers, using the new zoning master plan.
In 2002, I am also planning to use GPS equipment with the second summer intern and other
city employee (street department ?) to locate storm sewer structures, creeks, ditches, etc. This
• will be beneficial for the storm sewer master plan.
The water department has also expressed a need for the GPS equipment to locate hydrants,
valves, waterlines, etc, and to have the information readily accessible. This urformation could
be useful for location valves after an asphalt overlay project, location of valves for shut off
® situations, or just general information after the retirement of a few key individuals.
The street department is also in need to accurately update the road inventory. The GPS unit
may be affixed to the roof of a vehicle and continuously collecting coordinate locations. Many
cities are tying this information to a data management system and develop programs such as
overlay and street repair based on a non -biased rating system. This software is also commonly
used for inventorying and managing other utility departments.
It has been suggested to me that the City consider purchasing the GPS equipment. To justify
the purchase, please consider the following:
There are 11 employees at the existing WWTP. Mike expects the number of employees
needed when the new plant is in operation (last half of 2002) to be 8. Mike also expects 2
employees to retire when the new plant is in operation. One employee will need to be
reassigned to another department or terminated. We are proposing that the one employee
(Tom Swenson) be transferred to the Engineering Department and assume a position as
Mapping Technician. see fwtnotel
The water system is an extensive, complex, and difficult to locate infrastructure. The
location of the water appurtenances will be beyond the capability/knowledge/ and time
constraints of a summer intern.
Our proposed scenario will be as follows:
2001. 1" Summer Intem and Eldon Lewis will locate all sanitary manholes with GPS
equipment as planned.
Purchase GPS equipment with $6,000 from the Sanitary I &I reduction fiords and the
remaining $6,000 be from the Water Department for equipment purchase.
Tom Swenson would be introduced to the equipment, how it works, how to
download, etc..... and also asked to take classes in AutoCAD.
2nd Summer Intern would define drainage basins and start City-wide drainage master
Plan.
GPS equipment will be used as needed. For example to locate water valves prior to
street resurfacing, and again after street resurfacing.
I I understand that anew position would need to be advertised in the newspaper and interviews
® conducted as needed. Although an excellent candidate, Tom could not be guaranteed the position.

2002. 1" Summer Intern with Street Department personnel will use GPS to locate all storm
sewer structures and features as identified in 2001 drainage master plan.
® 1' Summer Intern will also inventory the streets with roof mounted GPS equipment.
2 " Summer Intern will conduct a level circuit survey to establish manhole casting
elevations and pipe inverts. This information, with the sewer information collected
in 2001 will allow the calculation of sewer capacities. Knowing existing sewer
capacities, and knowing the existing development, we can determine how much
development (if any) may be allowed before we require upgrades to the collection
system.
After new WWTP plant is operational, Tom Swenson will start working on
downloading data and updating AutoCAD maps.
2003. Tom Swenson will become the full time Mapping Technician (Engineering
Technician?) in the Engineering Department. His responsibilities will include:
°Collect as-built information for new developments and incorporate the data into
the City's maps and infrastructure.
°Keep City sewer, water, zoning, etc. maps updated
°Keep master plans current and updated.
*Develop complete inventory all of City's infrastructure (roads, water, sewer,
storm, etc.)
•Keep City's GIS database and web site current.
® oKeep water system model current and updated.
.Other miscellaneous field and office tasks as needed by City Engineer.
The Water and Sewer utility's contribution to the Engineering department would
need to increase to cover the additional salary for the Engineering Technician
(estimate $25,000 to $30,000)
As stated, the above scenario was acceptable to the Board of Works. I am currently making
arrangements to change the GPS rental arrangement to a purchase arrangement. I am also
exploring other options such as yearly payments.
If the above scenario is acceptable to the City Council, I will proceed with the purchasing of
the GPS equipment.
