A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD RATIFYING AN AGREEMENT
MADE AND ENTERED INTO ON THE FIFTEENTH
DAY OF AUGUST, 1989, BY AND BETWEEN LOS
ANGELES COUNTY, THE LYNWOOD COMMUNITY
REDEVELOPMENT AGENCY ("Agency "), AND THE
CITY OF LYNWOOD ( "City ") RELATIVE TO THE
LYNWOOD REGIONAL JUSTICE CENTER.
WHEREAS, the County of Los Angeles is under--Federal Court`
order to reduce jail overcrowding and;
WHEREAS, as part of the County's committment toward meeting
that court order, the county has identified a site in the City of
Lynwood to develop the Lynwood Regional Justice Center, including
a 1,000 bedjail; and
WHEREAS, the County, the City and the Agency ( "the parties ")
recognize that implementation of the Justice Center may cause the
loss of business development and property and sales tax revenue
from the site of Justice Center; and
WHEREAS, the parties recognize that the City and the Agency
lack the resources to effectively address the aforementioned
concerns; and
WHEREAS, the County of Los Angeles must provide its extended
cooperation and support if these concerns are to be addressed;
and
WHEREAS, the attached Agreement secures funds in the sum of
$6.5 million to address concerns relative to the Justice Center
impacts on Lynwood; and
WHEREAS, the agreement will serve to expedite the County's
need for full cooperation, and any approvals, utility connections
and street vacation necessary to speed construction of the
Justice Center. In return, the City will be provided with a total
of $6.5 million, from various County and Second District sources
over a period of six years, to mitigate the impact of the Justice
Center on the Community and in consideration of their promise not
to bring or appeal any lawsuits related to construction or
operation of the Justice Center.
NOW THEREFORE, the City Council of the City of Lynwood does
hereby find, proclaim, order and resolve as follows:
' Section 1. The subject Agreement made and entered into on the
fifteenth (15th) day of August, 1989, by and between the County
of Los Angeles, the City of Lynwood and Lynwood Community
Redevelopment Agency is hereby ratified.

Section 2. Authorize the Mayor to execute this resolution.

1989.
