Market Street — Paul Reimers property (former BB &T Bank building) MEMBERS PRESENT: Chair Richard Koochagian, Vice Chair, Teresa Minchew, Dale Goodson MEMBERS ABSENT: Parliamentarian Edward Kiley, Dieter Meyer, Planning Commission Representative Doris Kidder and Town Council Representative Tom Dunn NOTE: BAR Member Paul Reimers is the applicant and was present STAFF: Preservation Planner Kim K. Applicant: Paul Reimers Construction & Development, Project: Addition to rear of existing historic building Call to Order and Roll Call Chair Koochagian called the meeting to order at 10:05 am and noted attendance. The applicant, Mr. Reimers, walked around the exterior of the original historic building to show the outline of the proposed addition and the access points from Market Street. Mr. Reimers then climbed onto the roof with a large measuring stick to show the various points where the railing and deck will be visible from the street. Chair Koochagian stated it was important that the new railing and deck not overwhelm the original fagade. Chair Koochagian, Mr. Goodson, Vice Chair Minchew and staff agreed that the railing and deck should be moved back to line up with the rear of the chimney on the parapet wall of the west side of the building. All agreed that was a more acceptable position than the original proposed position. Chair Koochagian asked Mr. Reimers to come down off the roof. It was discussed that the platform beyond the railing could be extended since it will not be visible from the ground, while keeping the railing to the inside of the platform edge to reduce visibility of the railing from the ground. Mr. Reimers requested feedback on the type of railing proposed. Chair Koochagian advised the building was more horizontal than the proposed railing and an effort should be made to find a railing with a more horizontal appeal. Staff asked if the cable railing, as approved for the Loudoun Times Mirror Building roof deck, would be acceptable. Vice Chair Minchew asked if cable railing was also approved at Fire Works Pizza, which it was. Mr. Reimers advised he preferred a more traditional look. There was discussion about the size and scale of the top rail of the railing, the color of the railing and the spacing of the pickets because the example on the Town parking garage cannot be used due to changing building codes since it was installed in the late 1980's. Mr. Reimers suggested he could build real windows that led nowhere inside so they would meet the fire codes as this side of the building had a zero lot line preventing new unprotected openings. Adding shutters with no opening was also discussed as an alternative to false windows. Chair Koochagian requested the applicant, Mr. Reimers, to provide drawings showing the use of false windows and showing shutters. Staff requested, and the applicant agreed to provide revised perspective drawings of the building from the northeast and northwest with the new proposed position of the deck and railings. Mr. Reimers, the applicant advised he will research new railing patterns to find a more horizontal look and a smaller top rail as well as a lighter color that will recede and blend into the sky instead of detracting from the beautiful fagade treatment.
