Irwin Mulnik called the meeting to order at 6:08 PM.
Members present: Bill McDonald, Ed Roper, Corey Nelson, Irwin Mulnick, Gusti Laidlaw
Staff present: Mark Pernell, Recreation Supervisor, Erin Roper Administrative Assistant
New Business:
Brief discussion on the anticipated application of the Cruise Boat. Cruise boat application was not presented at this
meeting. The concession application process was discussed briefly.
Open Discussion:
Regarding the possibility of creating a dedicated area for motorized concessions north of the Marina and how to fund
the project.
Irwin recapped the presentation he made to City Council, including the concept of a new dock area north of the marina
for motorized concession. During the presentation Council Member, Jackie Aymon, asked about restroom facility for
Fairway Park and the status of funding the restroom The committee agreed to continue topic at next meeting and is to
be included in October meeting's agenda.
Mark Pernell presented the Survey project which the Parks and Recreation Department is working on: How is the
department is doing? What programs should be offered? Mark also asked for input from the Committee on the Survey
questions. Committee suggested that the Survey could go to students in the district, in the Eblast, and to the mailing list
from TeamSideline. Request from the Committee to see the survey before it goes out.
Mark Pernell discussed programs for next year and the need to raise funds for equipment. Bill McDonald suggested a
call for donated gear, and the possibility of asking the Hospital Auxiliary to donate some of their over -stock gear if they
have it. Possibly gear could be donated through the MIC for the donor to get a tax write off. A concern was raised
regarding the quality of equipment that might be donated. Mark also discussed winter programs: Volleyball, basketball
and the potential of developing a winter outdoor day camp. Mark updated the committee on the beach cleanup at
Legacy Park this Sunday, September 23, with Dive Magic in Boise.
Alternative Funding Sources
Irwin brought up the concept of creating a Rec District to raise revenue for Rec programs. Discussion regarding creating
a non-profit foundation.
Call for suggestions for a new board member.
Old Business:
Mark presented the Parks and Recreation Budget. Funds left in the budget will go for purchasing coping for skate park.
Remaining funds go into compost, fertilizer and Rotary Park retaining wall. The remaining $1500 will go to purchase
baseball/softball gear.
