Public Art Advisory Committee
Minutes
June 4, 2014-4:30 p.m.

COMMITTEE MEETING — Began at 4:30 p.m.
• CALL TO ORDER AND ROLL CALL
Committee members Bob Youde, Alison Foudy, and Claire Remsberg were present.
Also present was Delta James, City Planner and Dennis Coyle, Parks and
Recreation Director.
• MINUTES APPROVAL
Claire moved and Bob seconded a motion to approve the minutes from April 23,
2014 as presented. The motion passed unanimously.
• PUBLIC ART EXAMPLES
None were shared.
• PUBLIC ART PROJECT OPPORTUNITIES
"Before I Die..." public art project: Staff reported that the project was approved by
City Council on April 24, 2014 and that the materials have been secured. Parks crew
will install the project in Legacy Park before July 4, 2014.
Urban Renewal District — Fir Street tree grates: Staff reported that the scope of the
Fir Street improvements may be altered due to the City receiving the sidewalk
connections grant and that the tree grate public art project may be best incorporated
within the Alpine Playhouse / sidewalks connection grant to maximize available funds
and align the artist selection process.
Alpine Playhouse / sidewalk connections public art project: Staff reported that project
construction and public art incorporation would likely happen in summer, 2015, so
the call to artists and public art scope should be defined in fall 2014.
MDHS Advanced Art Class — Railroad Ave retaining wall: The mural is almost
complete and will be installed by the Parks crew before July 4, 2014.
Rotary Park improvements: Staff reported that funding for public art for Rotary Park
is on the funding contingency list for FY2014 Local Option Tax funding. Notification if
funding availability will likely occur in early fall. Possible staging for the Lardo Bridge
replacement within Rotary Park may also impact the timing of park improvements
and public art installation.
Lardo Bridge: Staff reported that the as the design of the Lardo Bridge replacement
moves forward, it continues to include accommodation for future public artworks,
including 6 artwork pedestals and electrical outlets at each pedestal.
• FUNDING
Idaho Commission on the Arts (ICA) Cultural Facilities and Public Art Grant: Staff
reported that the City has been awared $10,000 from the grant program to support
public art as part of the sidewalk connections project near Alpine Playhouse.
FY2014 City budget allocation: Staff reported that the $10,000 allocated for public art
in the City's FY2014 budget has been dedicated to match for the ICA grant (see
above).
NEA Our Town Grant: Staff reported that the City will look into applying for this grant
for public art on Lardo Bridge in 2015. This is a very competitive national large grant
program, so the project will need to have wide community involvement to be
successful. Staff has had preliminary discussions with the McCall Arts and
Humanities Council to generate ideas for this project.
ICA QuickFunds: Staff reminded the committee that the City is eligible to apply for up
to $1500 to ICA for public art project or training. The grant must be matched 1:1. The
committee discussed utilizing this grant to provide artistic elements in the Legacy
Park boat ramp replacement project. Staff will look into the timing and feasibility of
this idea.
Alison reported that she and Cythia have been notified that a grant from the McCall -
Donnelly Education Foundation has been awarded for a project with 2nd and 4th
grade students to provide curriculum on public art and produce a final public art
project. Possibly to be located within the City's bus shelters.

Next meeting date — staff will email out meeting date options for an late August
meeting.
