Minutes
August 27, 2014-4:30 p.m.

COMMITTEE MEETING — Began at 4:30 p.m.
• CALL TO ORDER AND ROLL CALL
Committee members Bob Youde, Barbara Nokes-Kwader and Claire Remsberg were
present. Also present were Delta James, City Planner and Dennis Coyle, Parks and
Recreation Director.
• MINUTES APPROVAL
Claire moved and Bob seconded a motion to approve the minutes from June 4, 2014
as presented. The motion passed unanimously.
• PUBLIC ART EXAMPLES
Bob shared publications from Sheridan, Wyoming, that highlighted their public art
collection.
• PUBLIC ART PROJECT OPPORTUNITIES
"Before I Die..." public art project: Staff reported that the project has been filled with
comments several times. The majority of comments are positive and inspiring. The
Parks Dept. crew have been monitoring the project daily and removing any offensive
comments or images. The project will remain in Legacy Park until after Labor Day,
and then staff will determine if it should be moved or stored for the winter months.
Delta reported that she has received inquiries from Twin Falls and Eagle members
who saw the "Before I Die..." project in McCall and want to replicate it in their
communities.
Urban Renewal District — Fir Street tree grates: Staff reported that the project will
include only 4 tree grates, but that the Call to Artists for custom designs could still go
forward and provide designs to be utilized at other locations in the future. The
Community Connections project within the Urban Renewal District will not include
new tree grates. The Committee discussed that the Call to Artists for the tree grate
designs would be open to artists living in Valley, Adams and Idaho counties and
requested that a draft of the Call to Artists be ready for review at the next committee
meeting.
Rotary Park improvements: Staff reported that funding for public art for Rotary Park
is on the funding contingency list for FY2014 Local Option Tax funding. Notification if
funding availability will likely occur in October.
Alpine Playhouse / sidewalk connections (Community Connections) public art
project: Staff presented a preferred project location for placement of public art — a
"hang out" spot on the north side of the Alpine Playhouse within the Fir Street right of
way. The committee agreed that the site has a lot of potential for public art furniture
or other elements to create an interesting gathering place for people before and after
plays. The committee discussed general themes of social gathering, theatre/arts and
environment/recreation in McCall for the artwork. The public art opportunity would be
open to artists living in Idaho, Oregon and Washington.
Other: Dennis mentioned that the playground equipment at Brown Park needs
replacement and that might be a public art opportunity.
• FUNDING
NEA Our Town Grant: Staff reported that the guidelines for this grant opportunity
should be released in late September. City will look into applying for this grant for
public art on Lardo Bridge.
FY2015 City budget allocation: Staff reported that $7000 has been allocated within
the City of McCall budget for public art. This is in addition to $10,000 being carried
over from the FY2014 budget which is dedicated match for the $10,000 grant from
the Idaho Commission on the Arts for the public artwork near the Alpine Playhouse.
The committee discussed if some or all of the FY15 public art budget should be used
to increase the public art budget for the project at the Alpine Playhouse. Bob moved
and Claire seconded a motion to allocate $1500 of the FY15 public art budget to the
Alpine Playhouse public art project. The motion passed.
Other: Dennis outlined the Parks Department sponsorship policy for recognition of
private or corporate donations. Dennis will send a copy of the policy to the committee
for review.
• PUBLIC ART EDUCATION / ADVOCACY
No new updates.
• OTHER
Next meeting date — staff will email out meeting date options for an early November
meeting.
