Minutes

COMMITTEE MEETING — Began at 4:30 p.m.
• CALL TO ORDER AND ROLL CALL
Committee members Bob Youde, Alison Foudy, and Barbara Nokes Kwader were
present. Also present was City Planner Delta James.
• MINUTES APPROVAL
Alison motioned, Barbara seconded to approve the April 14, 2015 minutes. Minutes
were approved.
• PUBLIC ART PROJECTS
Alpine Playhouse Plaza - Finalist Artist Recommendation: Staff reported that the
Alpine Playhouse Artworks Selection Committee unanimously recommended
commissioning Matt Babcock's (Goats) proposal for the Alpine Playhouse Plaza.
Public input favored this proposal over the others in the web survey and comment
opportunities at the Alpine Playhouse Open House event and display at the McCall
Public Library. CJ Rench's proposal (Mobile) was a close second.
Alison motioned, Barbara seconded to recommend Matt Babcock's public art
proposal to City Council for the Alpine Playhouse Plaza. The motion passed
unanimously.
Art for Rotary Park: Staff reported that the Idaho Commission on the Arts has
awarded a grant $6503 to the City of McCall to commission public artwork for Rotary
Park. Staff recommends that the project be focused on functional elements that are
integrated within the recent improvements to the park, such as railings or handrails,
benches and/or trash receptacles. Staff shared a draft timeline for the project, which
is as follows:
• Call to Artists distribution: September, 2015
• Call to Artists deadline: October, 2015
• RFQ Finalist Artist selection: November, 2015
• Finalist Proposal deadline: January, 2016
• Final Proposal selection: February, 2016
• Artwork fabrication: March — April, 2016
• Installation: May -June, 2016
Youth Arts — Hometown Arts: Staff reported that in May the City Council unanimously
approved the Hometown Arts project. Alison reported that the artworks created by
the high school and elementary school students are finished and have been
photographed. The photographs are being adjusted and made into vinyl adhesive
panels for the bus shelters. Alison will connect with the Parks Department to
coordinate the vinyl installation so that it does not block bus driver vision of people
waiting for the bus inside the shelters.
• FUNDING
Budget review: Committee members and staff reviewed the budgets for the Rotary
Park ($16,503) and Alpine Playhouse ($22,695) projects.
2016 City Budget Allocation: Staff reported that City Council is beginning the process
to establish the FY2016 City budget and encouraged committee members to attend
the public comment opportunities to advocate for public art funding.
• OTHER
Next meeting date: Staff will communicate with the committee in late August or early
September to set the next quarterly meeting date.
