HomeMy Public PortalAbout2014.04.23 PAAC MinutesCity of McCall COMM DEVELOPMENT Public Art Advisory Committee Minutes April 23, 2014-4:30 p.m. Legion Hall 216 East Park Street, McCall, ID 83638 COMMITTEE MEETING — Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Bob Youde, Cynthia Dittmer, Alison Foudy, Barbara Nokes- Kwader and Claire Remsberg were present. Also present were Delta James, City Planner and Dennis Coyle, Parks and Recreation Director. • MINUTES APPROVAL Alison moved and Claire seconded a motion to approve the minutes from January 29, 2014 as presented. The motion passed unanimously. • PUBLIC ART EXAMPLES Cynthia shared an example of "relational art" similar to the "Before I Die..." project. Relational art is a term used for artworks that an artist creates a framework within which community members participated to contribute to the artwork. • PUBLIC ART PROJECT OPPORTUNITIES "Before I Die..." public art project: Staff reported that the project will be presented to City Council for approval on April 24, 2014. A private donor has been secured to pay the $150 to purchase the kit from the Before I Die project and register McCall's project on their web site as one of more than 450 participating sites around the world. Parks crew will construct a portable frame for the chalkboard and the project will be installed for short periods at several parks and other public spaces this summer. Urban Renewal District — Fir Street tree grates: Staff reported that the scope of the Fir Street improvements may be altered due to the City receiving the sidewalk connections grant and that the tree grate public art project may be best incorporated within the Alpine Playhouse / sidewalks connection grant to maximize available funds and align the artist selection process. Alpine Playhouse / sidewalk connections public art project: Staff reported that project construction and public art incorporation would likely happen in summer, 2015, so the call to artists and public art scope should be defined in fall 2014. MDHS Advanced Art Class — Railroad Ave retaining wall: Cynthia shared a photo of the mural nearing completion. Anticipated installation is late May or early June. Cynthia will coordinate with Dennis for installation logistics. Rotary Park improvements: Staff reported that funding for public art for Rotary Park is on the funding contingency list for FY2014 Local Option Tax funding. Notification if funding availability will likely occur in early fall. Possible staging for the Lardo Bridge replacement within Rotary Park may also impact the timing of park improvements and public art installation. Lardo Bridge: Staff reported that the as the design of the Lardo Bridge replacement moves forward, it continues to include accommodation for future public artworks, including 6 artwork pedestals and electrical outlets at each pedestal. • PUBLIC ART OPPORTUNITIES Alison and Cythia shared a proposal for youth arts education that they have submitted to the McCall -Donnelly Education Foundation for funding. If funded, temporary public artworks by youth may result. The committee discussed opportunities for temporary works within the City bus shelters or as vinyl wrap on commercial dumpsters. • FUNDING Idaho Commission on the Arts (ICA) Cultural Facilities and Public Art Grant: Staff reported that the City has applied for $10,000 from the grant program to support public art as part of the sidewalk connections project near Alpine Playhouse. FY2014 City budget allocation: Staff reported that the $10,000 allocated for public art in the City's FY2014 budget has been dedicated to match for the ICA grant (see above). NEA Our Town Grant: Staff reported that the City will look into applying for this grant for public art on Lardo Bridge in 2015. This is a very competitive national large grant program, so the project will need to have wide community involvement to be successful. Staff has had preliminary discussions with the McCall Arts and Humanities Council to generate ideas for this project. ICA QuickFunds: Staff reminded the committee that the City is eligible to apply for up to $1500 to ICA for public art project or training. The grant must be matched 1:1. The committee discussed utilizing this grant to provide artistic elements in the Legacy Park boat ramp replacement project. Staff will look into the timing and feasibility of this idea. Idaho Power: Idaho Power has provided $300 of support for the Railroad Ave. Mural project. The Committee discussed ways of recognizing this contribution. Local Option Tax (LOT): The committee discussed the FY15 LOT application due April 30, 2014 and chose not to request funds for public art this round. Staff reported that Idaho Power has agreed to provide $300 for the Railroad Avenue retaining wall mural project. • PUBLIC ART EDUCATION / ADVOCACY Existing artwork information / brochure: Staff has created a brochure and public art locations map and has distributed them to the Chamber and Gallery 55. Presentation talking points: Barbara presented the draft talking points for committee consideration. Committee members will review the draft and provide additional information or statistics to Barbara if needed. Claire will begin to create a PowerPoint for committee members to use for presentations to community groups. Youth curriculum: Alison reported that development of youth curriculum around McCall's public art will be part of the proposed youth arts project that she and Page 2 Cynthia have requested funding from the McCall -Donnelly Education Foundation to implement. Alison also reported that she would like to create a "scavenger hunt" activity for youth utilizing McCall's public art collection. Film/lecture series: Claire has compiled a list of art -related films that could be shown for a community film night. The committee discussed adding a presenter/lecturer to the night and including the night as part of the McCall Arts and Humanities Council's Cabin Fever series next winter. • OTHER Next meeting date — staff will email out meeting date options for an early June meeting. Annual report to Council — the committee's first annual report to City Council will occur on May 22, 2014. The committee Chair (Claire) will prepare and present the report. Staff will assist as needed.
