HomeMy Public PortalAbout2015.04.14 PAAC MinutesCity of McCa11 DEVELOPMENT Public Art Advisory Committee Minutes April 14, 2015-4:30 p.m. McCall Public Library 218 East Park Street, McCall, ID 83638 COMMITTEE MEETING — Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Claire Remsberg, Bob Youde, Alison Foudy, Cynthia Dittmer and Barbara Nokes Kwader were present. Also present were City Planner Delta James and Parks and Recreation Director Dennis Coyle. • MINUTES APPROVAL Alison motioned, Barbara seconded to approve the January 14, 2015 minutes. Minutes were approved. • GIFT ACCEPTANCE PROPOSAL "Taking Flight" by Alisa Looney: Staff reported that negotiations continue with the artist regarding the artist donation agreement. The artist is reluctant to accept an agreement that waives the artist's rights according to the federal Visual Rights Act. Staff reported that many municipal public art programs, including Boise, ask for these rights to be waived so that the city can move the piece quickly, if necessary, without obtaining the artist's approval first. Staff will continue to work with Alisa Looney to see if the agreement can be established for the artwork donation. • PUBLIC ART PROJECTS Alpine Playhouse Plaza: Staff reported that the project artwork selection committee has chosen three finalist artists (Matt Babcock of Seattle, WA, CJ Rench of Hood River, OR, and Angelina Marino-Heidel of Portland, OR). These artists have been invited to submit specific proposals for the project site. Proposals are due April 24, 2015. Public input will be sought on the proposals via an open house May 1 at Alpine Playhouse, an online survey, press release to the Star News, and display at the library. The selection committee will then review the input and proposals and make a recommendations regarding the selected artist to the Public Art Advisory Committee and City Council. Art for Rotary Park: A grant request ($10,000) to the Idaho Commission on the Arts is pending. Once notification of the grant award (or not) is received, a timeline and budget for this project will be set. Youth Arts — Hometown Arts: Cynthia and Alison explained the scope of the Hometown Arts project that included high school students mentoring 2nd and 4th grade students to create artworks in a variety of mediums. Photos will be taken of the artworks and it is proposed to install full color self-adhesive vinyl photos of the artworks in the bus shelters for one year or until the vinyl becomes damaged as determined by the McCall Parks and Recreation Department. Claire motioned, Bob seconded to recommend the bus shelter artwork project to City Council for approval; the motion passed unanimously. " FUNDING Budget review: Staff provided a summary of the budget for public art, including available funding and dedicated funds. $2,695 of City FY15 public art funds are undedicated. Barbara motioned, Bob seconded to allocate $2695 of FY15 public art funds to the Art for the Alpine Playhouse Plaza project to cover additional expenses for artwork installation; the motion passed unanimously. ICA Public Art grant: A grant request ($10,000) to the Idaho Commission on the Arts is pending for public art at Rotary Park. Notification is likely in early June. LOT request consideration: The committee discussed whether a request for FY16 LOT funding should be submitted for public art. The committee determined that no request would be submitted until the project funded with FY14 LOT funds (Rotary Park Art) is completed. " OTHER Committee annual report to City Council is scheduled for May 14. Claire will attend and give the report. Next meeting date: The committee will meet again once the Art for the Alpine Playhouse Plaza artist selection committee has recommended a final artist for the project.
