Minutes

COMMITTEE MEETING — Began at 4:30 p.m.
CALL TO ORDER AND ROLL CALL
Committee members Bob Youde, Claire Remsberg, and Alison Foudy were present.
Also present were City Planner Delta James and Parks and Recreation Director Dennis
Coyle.
MINUTES APPROVAL
• Alison motioned, Bob seconded to approve the August 27, 2014 minutes. Minutes
were approved.
PUBLIC ART PROJECTS
• "Before I Die...": Staff reported that the "Before I Die..." panel has been removed for
the winter and that photos and a sample of the writings have been posted on the City
of McCall and Before I Die web sites.
• Fir Street tree grates: Staff distributed the draft Call to Artists to request submittal of
tree grate designs. The deadline for submittal is January 16, 2015. Alison
volunteered to serve on the selection committee.
• Community Connections (Alpine Playhouse) sidewalk project: Staff distributed the
draft Call to Artists, which is a request for qualifications, for the artwork to be
incorporated within a gathering place in the public right of way of Fir Street at the
north side of the Alpine Playhouse. The Call to Artists is open to artists living in
Idaho, Washington and Oregon, with a submittal deadline of January 16, 2015.
Claire volunteered to serve on the selection committee.
• Rotary Park improvements: Staff reported that FY14 Local Option Tax funds
allocated for public art at Rotary Park is approximately $3100. The initial request was
for $8000 with $4000 match from the McCall Improvement Committee. Staff intends
to submit an Idaho Commission on the Arts Public Art Grant application for this
project and will confirm the match commitment with the McCall Improvement
Committee.
GIFT ACCEPTANCE PROPOSAL
• "Taking Flight" by Alisa Looney: Staff presented a gift proposal from artist Alisa
Looney that is a sculpture of an abstract human form constructed of powder coated
steel in bright blue. The artist has deep connections to McCall (her father was a
smoke jumper and her parents met in McCall) and would like to gift the sculpture to
the City. The gift would include funds to pay for a concrete pad to be installed as a
footing for the sculpture and $500 to seed a public art maintenance fund. The artist
would like the piece installed near the lake or river. Staff extensively explored several
options with the artist and the artist has proposed two possible locations — one at the
corner of Pine and E. Lake Street across from Mountain Monkey Business where the
strawberry patch is planted, and the other where Pine Street and Railroad Avenue
meet in the landscaped bulb out in front of AmeriTitle. Committee members
discussed the two proposed locations and felt the second option near AmeriTitle was
best because the other location has yet to be developed and may warrant changes
to that corner when it does. The Committee directed staff to gain input from adjacent
property owners regarding the proposed gift and location near AmeriTitle.
FUNDING
• NEA Our Town grant — application January, 2015: This is a nationally -competitive
large grant program that could support public art associated with Lardo Bridge or
downtown improvements. The challenge is finding adequate matching funds for such
a large grant program. Passage of the pending 1% sales tax ordinance may provide
matching funds for a downtown project. Staff will determine if this grant will be
pursued after the upcoming election.
• ICA Public Art grant — application January, 2015: Staff intends to apply for funds for
public art at Rotary Park and use the MIC and LOT funds as match.
PUBLIC ART EDUCTION / ADVOCACY
• Cabin Fever: Claire will work with the McCall Arts and Humanities Council to
schedule a film and public art talk in associate with the Cabin Fever series.
OTHER
• Next meeting date: Staff will arrange a next meeting in early January, 2015.
