HomeMy Public PortalAboutMinutes - PAC - 2015.09.15City of McCa11 COMMUNITY DEVELOPMENT Public Art Advisory Committee Minutes September 15, 2015-4:30 p.m. Legion Hall 216 East Park Street, McCall, ID 83638 COMMITTEE MEETING — Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Bob Youde, Alison Foudy, and Cynthia Dittmer were present. Also present was City Planner Delta James. • MINUTES APPROVAL Alison motioned, Cynthia seconded to approve the June 4, 2015 minutes. Minutes were approved. • PUBLIC ART PROJECTS Gift Proposal — "Taking Flight" by Alisa Looney: Staff reported that City Council unanimously approved the Donation Agreement for this work and it is scheduled for installation on Monday, September 28 at 11:00 a.m. Committee members were encouraged to attend to meet the artist. Alpine Playhouse Plaza - Finalist Artist Recommendation: Committee members reviewed a revised project proposal from selected finalist artist Matt Babcock that uses natural stone seating elements instead of concrete benches and reduces the number of goat sculptures to three. The committee consensus was favorable to the revised design. City Council will consider the Artwork Commission Agreement in October. Art for Rotary Park: Staff provided a draft CaII to Artists for qualifications submittal from artists interested in creating unique handrails for several locations within Rotary Park. The committee reviewed the Call and suggested minor edits. The committee directed staff to recruit a five -member project artist selection committee and suggested the following possible committee members: • Michael Burke, MIC member representative • Irwin Mulnick, Parks and Rec Advisory Committee representative • Artists Meg Henderson, Maggie Rosenthal, Sarah Jessup, or Donna Burnstien. • Alison Foudy agreed to serve as a Public Art Advisory Committee representative • Alison also volunteered to contact Craig Vroom to serve as Rotary Club representative to the artwork selection committee. Youth Arts: Alison and Cynthia presented ideas for a youth arts project, funded by the Idaho Commission on the Arts QuickFunds program, that would likely result in four murals — one created by middle school students, one by high school students and two by kindergarten students. The committee discussed possible siting locations for the murals including the Railroad Ave. retaining wall and Paul's blank wall facing the 1st Street parking lot. Cynthia will connect with Kurt Wolf and the Parks Dept. to learn what can be improved on the metal mural panel frames before they are constructed. " FUNDING 2016 City Budget Allocation: Staff reported that $5000 has been allocated for public art project(s) in conjunction with the upcoming Comprehensive Plan update public input process. An intersection painting project example from Portland was shared as one idea. " OTHER Next meeting date: Staff will communicate with the committee in late November or early December to set the next quarterly meeting date.
