A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD, CALIFORNIA, REOUESTING
THAT THE CALIFORNIA AIR RESOURCES BOARD
SCHEDULE A FORMAL PUBLIC HEARING ON THE
ADOPTION OF CONFORMITY PROCEDURES INTO
THE SOUTH COAST AIR QUALITY MANAGEMENT
PLAN
WHEREAS, the South Coast Air Ouality Management District
' (AOM1)) has adopted a plan designed to meet federal air quality
standards by 2010; and
WHEREAS, the Air Quality Management Plan (AOMP) relies
heavily on achieving clean air through a jobs /housing valance; and
WHEREAS, the implementation of strategies to tio
effectively balance jobs and housing cannot be accomplished with-
out the cooperation of local city and county governments; and
WHEREAS, the AQMD and Southern Californiia Association of
Governments have reserved to themselves, through their proposed
AQMP Conformity Procedures, the right to intervene in local land
use decisions; and
WHEREAS,.land use decisions have traditionally been the
domain of local government; and
WHEREAS, any changes in the way local land use decisions
are to be made in the future should be gtanted a full' airing by the
California Air Resources Board (GARB) to ensure adequate input by
the affected counties, cities and industries;
NOW, THEREFORE the City Council of the City of Lynwood
1 resolves as follows:
Section 1. That the City of Lynwood respectfully requests
that the CARB schedule a formal public hearing on the adoption of
Conformity Procedures into the AQMP.
Section 2. That the Clerk is hereby authorized and
directed to forward a certified copy of this resolution and its
recommendation to the Chair and members of the California Air
Resources Board, the South Coast Air Quality Management District,
the Southern California Association of Governments, and to such
other officials, persons „ agencies or organizations as may be deemed
appropriate including the President of the League of California
Cities and its Los Angeles Division.
Section 3. This resolution shall take effect immediately
upon its adoption by the City Council, and the City Clerk shall
certify the vote adopting this resolution.
