RESOLUTION NO. 89 -232
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO SET
A DATE FOR A PUBLIC HEARING TO CONSIDER REVOKING OR SUSPENDING
THE BUSINESS LICENSE ISSUED TO THE LA FRONTERA BAR LOCATED AT
11620 ATLANTIC BOULEVARD
WHEREAS, the health, safety and welfare of the citizens
of the City of Lynwood are the primary responsibility and purpose
of local government policies and actions, and
' WHEREAS, on October 27, 1989, Council received a written
complaint from a resident relative to the La Frontera operations,
which complained of loud music emanating from the business, and
WHEREAS, on December 8, 1989 Council received a second
complaint from a resident relative to the La Frontera operations,
which complained of loud music emanating from the business, and
WHEREAS, on May 23, 1988 the La Frontera Bar was cited
by the Los Angeles County Sheriffs Department for selling alcoholic
beverages to a minor under the age of 21, and subsequently fined,
and
WHEREAS, the City currently, through Code Enforcement,
is pursuing nuisance abatement proceedings through the Compton
Municipal Court for charges which include Building Code and Zoning
Code violations, an illegal room addition, and for illegal plumbing
and electrical work, and
WHEREAS, on December 7, 1989 , Los Angeles County
Sheriffs Department cited La Frontera Bar a second time for serving
alcohol beverages to a minor, and
' WHEREAS, on December 7, 1989 the La Frontera Bar was
cited by the Los Angeles County Sheriffs department for operating
a business without the required disability insurance, and
WHEREAS, On December 13, 1989 the City Manager submitted
a letter of complaint to the City Clerk's Office requesting Council
to consider suspending or revoking La Frontera's business license
and enumerating reasons for the request of suspension or revocation
by Council, and
WHEREAS, the La Frontera Bar located at 11620 Atlantic
Boulevard poses a threat to the health, safety and welfare of the
citizens of the City of Lynwood
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Lynwood does hereby resolve as follows:
Section 1. That pursuant to section 4 -9.5 (formerly
section 17 -113) of the Code of the City of Lynwood that the City
Council of the City of Lynwood set a public hearing On January 2,
1990 to consider suspending or revoking the business licence of La
Frontera Bar located at 11620 Atlantic Boulevard.
Section 2. That the City Clerk be directed, pursuant to
Section 4 -9.5 (formerly section 17 -113) of the Lynwood Municipal
Code to proceed with the notification requirements as set forth in
this section.
Section 3. That the City Clerk shall certify to the
adoption of this Resolution and thenceforth and thereafter the same
shall be in full force and effect.
