RESOLUTION NO. 21-9887
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OP A-LOCKA, FLORIDA, SETTING THE PROPOSED MILLAGE
RATE OF 9.6500 MILLS FOR COMPUTATION OF AD VALOREM
TAXES FOR THE CITY OF OPA-LOCKA, FLORIDA AS
REQUIRED BY LAW FOR THE BUDGET FOR FISCAL YEAR (FY)
2021-2022; ESTABLISHING THE DATE, TIME AND PLACE FOR
THE FIRST HEARING TO CONSIDER THE PROPOSED MILLAGE
RATE AND PROPOSED BUDGET FOR FY 2021-2022; DIRECTING
THE CITY MANAGER TO FORWARD A COPY OF THIS
RESOLUTION TO THE FLORIDA DEPARTMENT OF REVENUE,
PROPERTY TAX OVERSIGHT, TRIM COMPLIANCE SECTION;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Section 200.065, Florida Statutes, provides that a taxing authority
shall advise the Property Appraiser and Tax Collector of the proposed millage rate,
the current year rolled -back rate and the date, time and place of the first budget
hearing, at which time a public hearing will be held to consider the proposed
millage rate and the tentative budget for the upcoming fiscal year; and
WHEREAS, the City Manager of the City of Opa-Locka has recommended a
proposed millage rate of rate of 9.6500 mills for FY 2021-2022, commencing October
1, 2021 and ending September 30, 2022.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA LOCKA, FLORIDA:
Section 1. Recitals.
The recitals to the preamble here are incorporated by reference.
Section 2. Authorization
The proposed tax levy and millage rate for the City of Opa-Locka, Florida for FY
2021-2022, commencing October 1, 2021 and ending September 30, 2022, is hereby
proposed to be 9.6500 mills, which is $9.65 of property taxes per $1,000 of assessed
property value within the City of Opa-Locka. This represents a 4.723% increase over
the rolled -back rate of 9.2148 mills, which is $9.2148 of property taxes per $1,000 of
assessed property value.

Section 3. The date, time and place for the public hearing to consider the above
proposed millage rate shall be as follows:
PUBLIC HEARING
Date: Wednesday, September 15, 2021
Time: 5:01 p.m.
Place: 215 Perviz Ave, Opa-Locka
Section 4. The City Manager is hereby directed to transmit a copy of this Resolution
to the Florida Department of Revenue, Property Tax Oversight, Trim Compliance
Section by August 4, 2021.
Section 5. Scrivener's Errors
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager or the City Manager's designee, without the need of a public hearing, by
filing a corrected copy of same with the City Clerk.
Section 6. Effective Date
This Resolution shall take effect immediately upon adoption and is subject to the
approval of the Governor or his designee.

Adoption of Proposed Millage Rate and Establishing Date, Time and Place for First September Hearing
Staff Summary:
The City is required to adopt a proposed millage rate, establish the date, time and place for the initial
September hearing, to be entered into the State TRIM (Truth in Millage) system no later than August 4, 2021.
Staff recommends a millage rate of 9.6500 mills for FY 22, down from 9.8000 mills this fiscal year. Each change
of 0.1000 mills in the City millage rate results in a change of $116,039 in the City's property tax receipts and a
further change of $9,164 in the proceeds the CRA receives from the City. Staff further recommends that the
first budget hearing be held prior to the first regularly scheduled Commission meeting on September 15th and
the second budget hearing held prior to the second regularly scheduled Commission meeting on September
29th, with the required advertising for the second hearing conducted on Sunday, September 26th. All
recommended dates conform to State Statute (TRIM) requirements. Also, as required by State Statute, these
dates don't conflict with those scheduled by the County Board of Commissioners (September 14th and 28th)
and the County School Board (July 28th and September 9th.)
As discussed at the Budget Workshop, the 6.6% increase the City's tax base discussed at that time, coupled
with the recommended 1.5% decrease in the millage rate, is considered to be 4.72% tax increase by State
Statute, and as required by State Statute, will be announced as such at the beginning of both September
hearings.
It should be noted that the millage rate and hearing information that is decided upon at this meeting will be
reflected on the TRIM notices sent out to all property owners by the County by August 24th. The millage rate
appearing on the TRIM notice is, for all practical purposes, the maximum millage rate the City can consider at
the September hearings, since, although a higher millage rate can be adopted at that time, it becomes very
expensive since first class mail has to be sent to all property owners advising them of this increase. Conversely,
the Commission can adopt a lower millage rate at either of the September hearings with no additional
requirements placed on the City.
Proposed Action:
It is recommended that the City Commission determine an appropriate millage rate that best meets
Commission objectives, establish the date, time and place for the initial September hearing and direct that the
City Manager have the appropriate TRIM documentation completed, signed electronically and entered into the
TRIM system no later than August 4, 2021.
