ROLL CALL President Larry Hassett called the meeting to order at 6:10 p.m. Members Present: Jed Cyr, Mary Davey, Nonette Hanko, Larry Hassett, Deane Little, Ken Nitz and Pete Siemens Members Absent: None Staff Present: Craig Britton, Sue Schectman, Sally Thielfoldt. Attending some Closed Session Items: Mike Williams, Mike Foster, Duncan Simmons, Matt Freeman, Rudy Jurgensen, John Maciel 11. CLOSED SESSION L. Hassett stated that the Board would adjourn to Closed Session to discuss Closed Session Agenda Items 1, 2, 3, 4, 5, 6 and 7. The Board recessed to Closed Session at 6:15 p.m. and the Closed Session commenced at 6:15 p.m. The Board concluded the Closed Session at 7:25 p.m. REGULAR MEETING 111. L. Hassett called the Regular Meeting to order at 7:33 p.m. He announced that the Board had discussed Closed Session Agenda Items I through 7 in Closed Session and that no reportable action had taken place. Additional Staff Present: Julie Norton, David Topley IV. ORAL COMMUNICATIONS—There were none. V. ADOPTION OF AGENDA Motion: M. Davey moved that the Board adopt the agenda. K. Nitz seconded and the motion passed 7 to 0. Meeting 05-10 Page 2 VI. ADOPTION OF CONSENT CALENDAR N. Hanko abstained from Revised Claim number 2671. Motion: M. Davey moved that the Board adopt the Consent Calendar, including minutes of the February 23, 2005 Special and Regular Meeting and Revised Claims 05-08. L. Hassett seconded the motion. The motion passed 7 to 0. VII. BOARD BUSINESS A. Agenda Item No. I — Presentation by Green Belt Alliance and Bay Area Open Space Council —(Report R-05-47). C. Britton introduced Tom Steinbach, Executive Director of Green Belt Alliance and John Woodbury, Director of Bay Area Open Space Council. Green Belt Alliance (GBA) is the umbrella organization that includes Bay Area Open Space Council. The District started the Bay Area Open Space Council (Council) in 1988 after receiving a five thousand dollar contribution from the San Francisco Foundation to initiate a collaborative effort throughout the Bay Area. T. Steinbach began his presentation with PowerPoint slides showing the nine-county region that makes up the greenbelt—approximately three million acres. He discussed the interplay between land use policy and land acquisition. He also talked about how GBA works to ensure that cities are growing in a responsible way with regards to urban planning and open space protection. J. Woodbury discussed permanent protection and preserving land through easements and purchases. He discussed urban development and basic strategies, such as sponsoring legislation that created the Bay Area Conservancy Program. This allowed the Council to raise funds and distribute funds and grants to local agencies and organizations. To date the Council has generated $125 million new funds for that program. B. Agenda Item No. 2 — Review and Accept Ombudsperson Quarterly Report to the Board of Directors—(Report R-05-43). Carol Joyce, District Ombudsperson, presented her report to the Board. She explained that the two main inquiries that were open at the time of the report have been closed through staff contact with the individuals. She also suggested that it is more efficient to deal with inquiries and concerns via telephone instead of in writing and/or e-mail. Another observation she had was that most of the inquiries were not concerns that were of an "ombudsman" nature, but she was the easiest person to find on the web site. She suggested there should be a more obvious space on the first web page, when you access the site, to contact staff. Staff has already made that change to the web site. C. Britton distributed copies of the web page containing staff updates. Meeting 05-10 Page 3 L. Hassett commented on his observations of Carol at several meetings and presentations. He was very impressed with her professionalism and thanked her for a job well done. J. Cyr and N. Hanko also expressed their admiration of Carol's expertise. C. Agenda Item No. 3 —Authorization for General Manager to Enter into Agreements to Provide Vehicle Maintenance and Repair Services with Allied Auto of Los Altos, Roy's Repair Service of La Honda and CMK Automotive of Mountain View— (Report R-05-45). D. Tapley presented the report, noting that each vendor is within five miles of the administrative and two field offices. K. Nitz inquired whether the District needed to meet a required minimum and the hourly rate. D. Topley explained that there is no minimum and that the District is not locking itself into any one vendor. The hourly rate for this group would range from $75.00 to $110.00. N. Hanko thanked David for a very persuasive and informative presentation. L. Hassett commented on using a certified "green" automotive business in the future. Motion: P. Siemens moved that the Board authorize the General Manager to enter into agreements to provide vehicle maintenance and repair services with Allied Auto of Los Altos, Roy's Repair Service of La Honda and CMK Automotive of Mountain View. N. Hanko seconded the motion. The motion passed 7 to 0. D. Agenda Item No. 4—Approve Resolution to Add Two Credit Cards for the Maintenance & Resource Supervisors at Each Field Office 'with a Credit Limit of $2,000; Repeal Resolution No. 03-33 —(Report R-05-48 S. Thielfoldt presented the report and explained how the addition of the four credit cards will add efficiency to operations. Motion: N. Hanko moved Board approve Resolution No. 05-12, A Resolution of the Board of Directors of the Midpeninsula Regional Open Space District Authorizing the Issuance of District Credit Cards and Related Borrowing of Funds from First National Bank of Omaha. J. Cyr seconded the motion. The motion passed 7 to 0. Meeting 05-10 Page 4 VIII. INFORMATIONAL REPORTS L. Hassett hiked on Windy Hill with three docents, led by Katherine Greene. The hike was very well received. M. Davey: 1. She attended the South Skyline Association meeting last Friday at Fogarty Winery. 2. She met with C. Britton and Supervisor Liz Kniss on a variety of business items with the District. 3. She attended the Westwood Farm Earth Day Event with Elaina Cuzick. Elaina was a marvelous advocate for the District and it was a great day. K. Nitz: 1. He has been attending the LFPAC meetings on electronic communication. 2. He called attention to the April Newsletter from CJPlA, specifically the Volunteer Handbook. N. Hanko has also been attending the LFPAC meetings. C. Britton: 1. He mentioned the June I" invitation from Liz Kniss regarding protection of open space. 2. He mentioned the May loth invitation from Santa Clara County regarding the opening of Bear Ranch. 3. He commented on the number of news articles on the La Honda area water supply and the Clos de la Tech Winery. The District requested an EIR from San Mateo County (a copy of the letter is included in tonight's packet). 4. He introduced the newest employee of the Bay Area Open Space Council, Cecily Harris. 5. He met with Audrey Rust, Lisa Killough and Patrick Congdon discussing the western foothills, south of the District. Patrick took them to Coyote Ridge. S. Schectinan. 1. There is a scheduled LFPAC meeting for Tuesday, May 10, 2005 at 4:30 p.m. 2. Last Friday was the default hearing on the Dennis Martin Road case seeking quiet title to Dennis Martin Road and the District is waiting for the judgment. S. Thielfoldt commented on the customer service training with the two field staff offices put on by staff members, Julie Norton, Paul McKowan, Craig Beckman and John Maciel on how to deal with volunteers. CJPlA will conduct customer service training for all staff in June and they will tailor it to the District. J. Cyr thanked Julie, Paul and Elaina for their representation of the District at the Earth Day event at Plaza del Sol. J.
