HomeMy Public PortalAboutr 13-092Anal ztron of 11p P.OrVII A of Tame "l, �q- T- No 13 -92 Date of Adoption � AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — SLIP LINING REHABILITATION INDUSTRIAL ROAD DRAINAGE CULVERT DESIGN PHASE WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Slip Lining Rehabilitation Industrial Road Drainage Culvert Investigation Design Phase; and WHEREAS, the Borough's Consulting Engineers, T &ivI Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T&.M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed 514,750.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T&M Associates for engineering services related to the Slip Lining Rehabilitation Industrial Road Drainage Culvert Investigation Design Phase, in a total amount of $14,750.00 billable in accordance with T &DTs existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 50)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Reiman Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 Re: Slip Lining Rehabilitation Industrial Road Drainage Culvert Design Phase Professional Services Dear Mayor Reiman: ASSOCIATES T &M Associates is pleased to present this scope of services and fee estimate for the preparation of technical specifications and associated bid documents for the optional slip lining of the stormwater drainage culvert system which crosses under Industrial Road at the current headwaters of Noe's Creek. It is our understanding that the Borough wishes to develop a set of technical specifications and alternative bid proposal items for the slip lining of the five (5) culvert pipes and add the specifications to the culvert investigation project design documents which are to be publically bid. During our recent field observations we discovered that one of the five (5) culvert pipes crossing under Industrial Road has corroded and is partially open. The entire bottom of the 48" diameter corrugated metal pipe (CMP) in question was found to be missing. Based on this deterioration combined with the Noe's Creek tidal surge from Hurricane Sandy moving through the pipes, it is suspected that the five culvert pipes are in very poor condition and will likely require slip lining. in order to efficiently accomplish the rehabilitation of the five culvert pipes and in an effort to utilize the temporary cofferdam associated with the culvert investigation work, including the slip lining technical specifications and associated work allowance line items is expected to result in an overall cost savings and will allow the Borough to move forward with the required repairs with an accelerated schedule. Scope of Services Our proposed scope of services is as follows: 1. Evaluate Alternative Rehabilitation Options We will research and recommend appropriate alternatives for the rehabilitation of the five (5) existing Industrial Road drainage culverts which will include slip lining and installation of a cured -in -place liner and related system upgrades. Reiman May 14 > 2013 Borough of Carteret page 2 Re: Slip Lining Rehabilitation Industrial Road Drainage Culvert Design Phase Professional Services T &M will work with pipeline lining system manufacturers and pipeline rehab contractors to evaluate and select appropriate rehab options for use in repairing the existing culverts. 2. Hydraulic Modeling We will use the hydraulic drainage system model developed for the Noe Street Drainage study to check out fall capacity as a result of the proposed pipe lining. Tlie modeling will provide us with the technical data to confirm that the proposed slip lining will not adversely affect the system capacity. 3. Private Property Owner Access Coordination & Agreements T &M will continue our work with the Borough Attorney and the two affected private property owners who own property adjacent to Noe's Creek. We will inform them of the Borough's proposed expanded alternative slip lining project work and work with them and the Borough Attorney to outline any project related private property access issues and help facilitate approvals for access. 4. Environmental Permits We have contacted a representative of NJDEP and they have advised that the Borough would be allowed to install a temporary cofferdam as art of this investigative work for a maximum of 10 days without applying for a permit. Tlierefore, this scope of services excludes any and all permitting services. 5. Civil Design Services Once we have selected the internal pipeline rehab options, we will develop a detailed set of technical specifications and support bid proposal documents and add same to the design contract documents for public bidding. The supplemental design documents will include reuse of a temporary cofferdam; extended pump maintenance of the upstream drainage system to the Pershing Avenue Tide Chamber; and internal liner options for the subject five (5) culverts from the headwaters of Noe's Creek to approximately 50 feet upstream of Industrial Road. We will also work with the Borough to review the possibility of including alternate bid items or separate contract proposal forms for the pipe lining work. Based on the previously mentioned scope of improvements, we will provide the following civil engineering design services for the project: A. Using the base maps available for the project, we will prepare a construction plan showing the type and limits of the internal pipelining work, The updated design plans for the lining will be used to show the drainage system, facility locations, and quantities of proposed work. B. We will prepare detailed technical specifications for the anticipated pipeline rehabilitation for the alternative methods to be used and include same in the specifications for public bidding. C. Specifications will be based on the 2007 NJDOT Standard Specifications and will be prepared in T &M Associates' format. D. We will prepare preliminary construction cost estimates for the various alternative repair methods and upon completion of final engineering documents; a final construction cost estimate (engineer's estimate) will be prepared. E. Upon completion and approval of the final project bidding format and repair methods, T &M Associates will print and distribute specifications to prospective contractors. Cost of printing will be offset by the purchase price of the plans and specifications. F. T &M Associates will answer any questions that arise during the bidding phase of the project from prospective bidders. G. T &M Associates will attend the bid opening with the appropriate Borough Officials. H. We will received the bids received and make a recommendation of award to the Borough. Project Schedule T &M Associates will begin work on this project immediately. We anticipate completing the technical specifications and related bid documents within 3 weeks following authorization to proceed. T &M Associates will work closely with the Borough so that the project is completed expeditiously and on schedule. Fee Sched T &M will provide the above -noted Design Phase Sen•ices for an estimated cost not to exceed $14,750. Our services described above shall be billed in accordance with the Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges in our current annual engineering services agreement.
