Reiman at 6:00 P.M., Thursday, June 20, 2013, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Jorge Diaz " Dennis DiMascio " Randy Krum " Susan Naples Joseph W. Bergen, Esq. The meeting was opened with a minute of Silent Prayer and the Silent Prayer/Pledge of Pledge of Allegiance. Allegiance The Municipal Clerk stated that on January 3, 2013 the Annual Staterent of Meeting Notice Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board. It was published in The Home News Tribune and Star Ledger on January 8, 2013. Reports Reports — Board of Health/OCA Board of Health /OOA —April & May 2013 Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) members present the reports were received and placed on file. 6. June 20, 2013 Mayor Reiman presented the Carteret Starz Recreation Carteret Starz Recreation Cheerleaders with certificates for all their hard work and help Cheerleaders with Carteret Disabilities Awareness Day, Coach Kelly Gallagher Director Katie Long Amber Torres Michelle Anesejo Ashley VanDyke Ananda Coutain Rasssmiyah Carter Natalie DaSilva Karlie Bonilla Susie Feingold Taina Lugo Mercedes Tierney Ashlee Garris Daphney Pierre Alexa Rodriguez Ashley Dean Jasmarae Ruiz Lina Feingold Melissa Jimenez Marieli Abreu Alize McGhee Cynthia Rivera Aaliyah Dean Saeedah Smith Qiarah Booker Mayor Reiman acknowledged Captain McFadden, Patrol Division hhyor's k1maoledgient Commander and thanked him for attending the meeting. Sgt. Larry Craig, Sgt. Robert Wargocki and Officer Vincent Beliino were also thanked for attending the meeting. We have a few more business items to discuss so if you don't want to stay for the rest of the meeting you're welcome to leave. The Mayor announced a one (1) minute Recess for those that Recess wanted to depart. COMMITTEES — Business to Be Added: Ccmdttees 7. June 20, 2013 G Il�s and BUILDINGS & GROUNDS — Councilmember Naples reported Progress in that department. She reported a few brief items such as, Seasonal Maintenance, they are already getting ready for the July 3` Festival. Finance and FINANCE & ADMINISTRATION- Councilmember Diaz reported that Pchdnistration last month they approved the municipal budget. Since then the Finance Department has updated all the accounts and debts in the departments in Edmunds. The office is also currently working on the 2013 Tax Bills. We are waiting for the State aid numbers. The Finance Department is in receipt of $651,000.00 from our insurance JIF fund related to public and personal property damages from Hurricane Sandy. Continued Progress. Police POLICE — Councilmember Sitarz reported that we've seen a big surge In Police Officers which is a great feeling to have and with the Police cars, we are doing great. Progress. Public t%brks PUBLIC WORKS — Councilmember DiMascio reported progress in that department. Board of &hcation BOARD OF EDUCATION - Councilmember Naples said on June 1st the Middle School sponsored a "Carteret Conquers Cancer" 3.2 mile walk that exceeded their goal by $15,000.00. Thank you for your very generous check. The Middle School promotional exercise is June 26 and the High School graduates June 27 both at the High School Stadium at 6:00 P.M. Thank You. Ms. Sivak Mayor Reiman said he understood that Ms. Sivak wanted to address the governing body. We'd already gone through the E June 20, 2013 Public Portion, you did not sign in but I will allot you some time. Please stand up and state your name. My name is Cindy Sivak my mother lives on Whittier St. behind St. City Sivak Elizabeth's Church. She had a meeting with Board. Mayor Reiman corrected her and said it was the Planning Board. Ms. Sivak replied yes. About a year ago they cut down forty -four trees and it left the ground with a lot of weeds. People are dumping garbage there and possums are living in there. We can't Taint open any windows because there is dirt everywhere and because there are no tree roots, it is flooding. Mavcar Reiman said we wil tqm the RoArd o f He�* b,_Pgd the Planning Office inspect the property tomorrow. With regard to the dirt, the developer or the property owner, Divine Mercy Parish, St. Elizabeth, is still the property owner. They would be obligated to provide a seed surface there for freehold soil dirt control to ensure that you don't have dirt and debris blowing all over. They should also have a construction fence or what they call a silt fence all around the property which will keep people from accessing the site. The Mayor said he can tell Ms. Sivak that he DLsci_ssion does not know when they will be a closing, that is between the Church and the purchaser but what he can say is that there was a court approved settlement because initially the Planning Board approved "X" amount, there was a challenge to that and ultimately they went back to the board and there was a settlement reached with court and various parties. In the aftermath of Hurricane Sandy, FEMA has revised a lot of what they call base flood elevation maps, the ABFE's. Most of that area is now in a flood zone. Because of that, he doesn't believe those homes will be able to have basements. He said he knows that is part of the issue the Church is having in his last discussion with Father Ed. He said he doesn't have any other updates aside from I'll June 20, 2013 the Church still owns the property, that they have a contract purchaser and the Church or purchaser will be obligated to maintain that lot and continue to clean the property of debris that is being dumped on the site. He suspects that with the change in the ABFE Map, the Church and /or developer may wind up waiting until the final maps are out. Last week the State or FEMA released Monmouth and Ocean Counties and Central and Discussion South of us. They have yet to release any modifications for Central Cont or North. So, there may be modifications for those maps or they may not be modifications to those maps. But, because of the new flood mapping and elevations, part of that project will change. The Mayor said he doesn't suspect that the number of units will change or the design but it may eliminate some or all of those basements. Re: St Elizabeth's M s. Sivak asked if the Church still owns the pro perty. Mayor Reiman said yes. Mayor Reiman said we'll make sure the construction office and property maintenance gets out there tomorrow. They will take photos and they will notify the Church and the contract purchaser to cut the grass and put up a silt fence and basically maintain the property.
