RESOLUTION NO. 90-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING STAFF TO OBTAIN APPROVAL FROM THE LOS
ANGELES TRANSPORTATION COMMISSION FOR THE APPROPRIATION
OF PROP A FUNDS FOR THE PURPOSE OF SURVEILLANCE OF RTD
AND TROLLEY BUS STOPS
WHEREAS, The Citizens of our City have the right to a
reasonable expectation of service and protection by their
City Government and law enforcement agency; and
WHEREAS, the funding of a police vehicle through Prop
A Funds, can be used for the surveillance in the attempt to
contain cost, control or eliminate Graffiti blight at RTD
and trolley bus routes in the City; and
WHEREAS, the addition of a police vehicle will serve to
maximize the public's safety and reduce criminal activities
which has recently intensified at RTD and trolley bus stop
in the City; and
WHEREAS, the trend of victimizing pedestrians is
manifested in current law enforcement statistics, assaults
are up over 66% and robberies are up 15% from 1988 to 1989.
Many of these acts have occured at City bus and trolley
stops on bus patrons; and
WHEREAS, it has cost the City over $30,000 in man
hours, equipment, cleaning, repainting, window replacement
to trolley buses, vandalism to bus benches due to
maintenance of propety damage and graffiti removal.
WHEREAS, the maximum efficiency of our existing public
safety must be achieved by improved methods; and
WHEREAS, public safety services must correspondingly
be improved to meet the needs of the Community; and
WHEREAS, our economy, quality of life and mobility are
dependent upon good public safety measures; and
WHEREAS, the need for safe public transportation is a
necessity in the Lynwood Community where many of our
residents are of the lower economic level and cannot afford
public transportation.

NOW, THEREFORE BE IT RESOLVED by the City Council of
Lynwood as follows:
Section 1. That City Council approves the funding of a
police vehicle using Prop A funds and authorizes staff to
obtain approval from LATCTC for the appropriation of Prop A
funds for the purchase of police vehicle and;
Section 2. That Staff submits an application to LATCTC with
accompanying preliminary budget amount using Prop A funds
for the purchase of a police vehicle.
Section 3. That City Council appropriate $175,000 for a one
man patrol unit to work a flexible work program of 56 hours
(Mondays - Fridays, Saturdays and Sundays included) to
effect a more productive means of surveillance.
