GOLF COURSE ADVISORY COMMITTEE
PURPOSE: The Golf Course Advisory Committee is established to advise and make
recommendations to the McCall City Council on matters pertaining to the operation and
maintenance of the McCall Municipal Golf Course.
DUTIES: THE COMMITTEE SHALL:
1. At least annually, review the fee schedule for the golf activities and make
recommendations to the City Council for each year's fees not later than January 10 of
each year.
2. At least annually, review of the Golf Course marketing plan, prepared by the Golf
Course Professional, for the subsequent year and make recommendations on that plan to
the City Council.
3. At least annually, review the Golf Course Rules and Regulations and make
recommendations to the City Council should changes be necessary.
4. Review and make proposals for the development of physical facilities, major course
alterations, and other permanent improvements to the Golf Course.
5. Shall review prior to City Council consideration, the Golf Course Superintendent's
annual budget request and annual work plan and make recommendations to the City
Council for changes, additions or deletions.
6. Review the Golf Professional's contract provisions and such other policy advisory
tasks as may be deemed appropriate by the City Manager and City Council.
7. Develop a five-year plan that would help give direction to the future goals of the Golf
Course and at least annually, review this plan and submit changes and updates to the City
Council.
STAFF: The Golf Course Superintendent shall serve as the staff to this committee. He
will have the Committee minutes signed and entered in the City Council agenda in a
timely fashion. Only following City Council action, will the City Manager authorize
execution of the Committee's recommendations. Staff shall assume responsibility for
notifications and reminders of meetings and assisting the committee in doing research
and providing information and correspondence as necessary to develop the best possible
recommendation for the City Council.
MEETINGS TIMES/PLACES: The Committee shall meet not less than once a month,
in a regular fashion on a specified day, time and place. Such day and place shall be
recorded on the City calendar and otherwise published.
CONDUCT OF MEETINGS: All Meetings shall be open to the public and meetings
shall not be held in any location to which the public is denied access. The following
items shall be on the agenda for the month listed, along with any other items deemed
necessary by the City Council, City Staff or the GCAC.
January: Open Agenda
February: Review Marketing Plan
March: Election of Officers
April: Review the following fiscal year's fee schedules for golf activities
May: Review Golf Course Superintendent's annual budget and work plans
June: Review Golf Course Rules and Regulations
July: Review development of physical facilities, major alterations and permanent
improvements to the Golf Course
August: Review five-year plan
September: Update five-year plan
October: Review Tournament Schedule
November: Review Golf Professional's contract provisions
December: Develop plan for Local Option Tax Request
OFFICERS AND DUTIES OF OFFICERS: The Committee shall elect among
themselves in March of each year, a Chairman and Vice Chairman/Secretary. It will be
the duty of the Vice Chairman/Secretary to prepare Committee minutes for each meeting
and submit them to the Golf Course Superintendent for distribution.
TERMS OF OFFICE:
1. The Committee shall consist of six (6) members and three (3) alternate members.
Appointments to the Committee shall be made by the Mayor with the concurrence and
approval of the City Council and removed in the same manner.
2. The Golf Course Advisory Committee shall consist of six (6) members and three (3)
alternate members as follows:
a. Two members representing the Lady's and Men's Golf Associations respectively.
Each Association shall select, elect or appoint an individual for nomination and convey
that name in writing to the Mayor for submittal to the City Council for approval. Each
Association will define the term for which their representative is to be appointed to the
Committee.
b. Three members at large: That these members be residents but not limited to the City
limits of McCall; Requirements be year around residency and one of the following:
Season or Life Time pass holder and/or have an established Idaho Golf Association
Handicap at the McCall Golf Course.
c. One designated representative from Spring Mountain Ranch by agreement with the
City of McCall
d. One alternate member representing each the Lady's Golf Association, the Men's Golf
Association and Spring Mountain Ranch. These alternate members are encouraged to
attend and participate in the monthly meetings, however they would only have a vote or
count toward the Committee quorum of three (3) if the regular member of their respective
group was absent.
e. In order to maintain continuity and conduct business in a timely manner the GCAC
shall recommend to the Mayor and the City Council to remove any member who misses
two consecutive meetings without prior notification to either the GCAC Chairman or
Vice Chairman/Secretary or four meetings in any twelve-month period.
