GREENCASTLE COMMON COUNCIL AND BOARD OF WORKS
JOINT SESSION
MONDAY, MARCH 5, 2001 5:45 P.M. CITY HALL
The Greencastle Common Council and Board of Works met in Joint Session Monday, March 5,
2001, 5:45 p.m. at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the
following were found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton,
Councilor Liechty, Councilor Rokicki and Board of Works members Sue Murray and George
Murphey. Also present was City Attorney Laurie Robertson and Assistant Police Chief Paul
Wilson.
Board of Works
Motion to table the Engineering Agreement for the Well Field Study from Bonar Engineering was
made by Sue Murray, seconded by George Murphey. Vote was unanimous. Sue Murray noted
that fees from Bonar Engineering need to be included in agreement that will be pursued this fall.
Motion to table the Well Driller Agreement for Well Field Study made by George Murphey,
seconded by Sue Murray. Vote was unanimous.
Council
Motion to approve payment to INDOT in the amount of $72,012.74 for the City Share of Jackson
Street made by Councilor Roach, seconded by Councilor Crampton. Vote was unanimous.
Council and Board of Works
Mike Cline, Hannum, Wagle and Cline, discussed the results of the Matrix from the last meeting
in regards to the Police Site Study. Mr. Cline stated there are three items that have not been
closed yet: 1. Site
2. Floor Plan
3. Method of Financing
The Matrix narrowed the sites to the City Hall site and Industrial Park site. As far as availability,
both sites are a wash. Purchase cost for Industrial Park site is $123,000.00.
Infrastructure issues - City Hall site has a large storm sewer that needs to be relocated. Industrial
Park site has no infrastructure issues for a police station, but could have issues if the fire station
was to be located there.
Multi -use - the City Hall site not large enough to add fire station later; Industrial Park site is
better suited for multi -use.
Communication - City Hall is closer to Courthouse.
Proximity to schools - Industrial Park site is closer to local schools - City Hall is closer to
DePauw.
Proximity to crime area - City Hall is closer to crime area.
Potential TIF funding - Industrial Site
Expendability - Industrial Park site.
Implementation - Industrial Park site would have to be rezoned.
Alternative uses - City Hall site could be used for neighborhood park.
The stand alone building would consist of 4,800 square feet, while the addition to City Hall would
® have approximately 5,662 square feet with 3,700 square feet being new building. The add on to
City Hall would not allow city offices to expand at all.
Councilor Crampton made the motion that preferable site for the new Police Station site be
adjacent to City Hall, seconded Councilor Hammer. Vote as follows:

Mayor Michael stated that she and City Attorney Robertson are looking into some 'creative
financing" for the new building.
Motion to adjourn made by Councilor Rokicki, seconded by Councilor Crampton. Vote was
unanimous.
