A RESOLUTION OF THE CITY
CITY OF LYNWOOD REPLACIN G
PARKING CONTROL SERVICES
BY THE LOS ANGELES COUNTY
WITH IN -HOUSE SERVICES
91 -137
COUNCIL OF THE
THE PRESENT
BEING PROVIDED
SHERIFF DEPARTMENT
WHEREAS, the City of Lynwood presently receives
contract parking control services from the Sheriff's Department
an annual cost of $92, 960 for two parking control officers
} (PCOs);
WHEREAS, establishing an in -house parking control
program with two civilian officers will cost the City an
estimated $110, 230 for the initial year which includes the one
time cost of purchasing two vehicles and communication equipments
totaling up to $28,500;
WHEREAS, the projected average annual cost for the
next five years is about $81,660 which is even less than the
present contract cost of $92, 960 with the Sheriff Department and
the City can potentially save around $76, 797 over five years;
and
WHEREAS, the In -house Parking Program can be
administered under the City Manager's office by one of the
Administrative Assistant to the City Manager without making any
changes in authorized positions;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES RESOLVE AS FOLLOWS:
SECTION 1: That the City Council does hereby
approve the replacement of the present parking control services
being provided by the Los Angeles County Sheriff Department with
an in -house parking control program.
SECTION 2: That the•City Council approve the
addition of two Parking Control Officers into the approved
position list for the City Manager's staff.
SECTION 3: That the City Council appropriate
$75,370 into the City Manager's budget for this program and that
$58,100 be deleted from the Sheriff's budget.
