Parks and Recreation Advisory Committee’s changes to the Request for Proposal for Watercraft Rental Concessionaire Use at Legacy Park 2007
Dear City Council,
On January 9th, 2007, the Parks and Recreation Advisory Committee (the Committee) made changes to the Request for Proposal (RFP) for watercraft rental concessionaire use at Legacy Park.
In 2006 the RFP’s were reviewed and discussed with the potential businesses making significant changes before going to City Council. This year City Council has received the draft
before that step has been completed. At the request of McCall City Council, below are the following changes and a quick explanation for each change. On February 22nd, 2007, each change
and the RFP will be further explained.
The wording, “Use of the beach area for no longer than 7:30 am until 10:00 pm.” has been changed to read “Use of the beach area for no longer than 7:30 am until 7:00 pm.” The Advisory
Committee decided that 7 pm was a reasonable time for louder watercrafts to be off the lake so others could enjoy the quiet times around the lake.
The wording, “All boat instruction and safety awareness must be completed only at designated business or on City Docks” has been changed to read, “All watercraft instruction and safety
awareness must be completed only at designated business or on designated beach area.” The concern here was due to complaints from the community about the instruction sessions taking
up too much time on the ramps and causing congestion on the docks.
The wording, “After loading and unloading of watercraft, trailers will be parked in designated trailer parking area located east of Municipal boat launch ramp or off-site, in a timely
manner” has been changed to read, “After loading and unloading of watercraft, trailers will be parked in owner’s place of business.” The Committee has been concerned about the effects
of the redevelopment of Legacy Park this summer. There may not be adequate parking due to construction. Requiring that trailers be parked at the place of business would help with
overflow problems and alleviate stress on the ramps.
Concessionaires voluntarily agreed to use the north ramp only. This is new for 2007. The Committee has been looking at options to free up more dock space. There will be more time
for the public to use dock space if the concessionaires use the north ramp continuously.
The proposed concession fee has also been changed this year. Last year’s RFP was based on Mile High Marina’s lease. This year the Committee decided a fee based on a one day full rental
fee of each piece of equipment that uses the beach was more appropriate and
easier to understand. Each business that applies will have a reasonable fee based on their business and not someone else’s business.
Again, changes to the RFP, and the RFP in general, will be discussed with the potential businesses to see if any of these changes are feasible before the final RFP is distributed.
