HomeMy Public PortalAbout92-089 (06-16-92)RESOLUTION NO. 92 -99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING THE CITY'S SAFETY POLICY AND PROCEDURE MANUAL THEREBY ESTABLISHING A WRITTEN INJURY AND ILLNESS PREVENTION PROGRAM (SB198) IN THE CITY OF LYNWOOD. WHEREAS, on October 2, 1989 Senate Sate Bill No.198 became effective and made several changes to the California Labor Code dealing with workers' safety. The most significant was the requirement for all employers to establish and implement a written Injury and Illness Prevention Program, thereby amending Labor Code Section 6401.7; and WHEREAS, the bill required the Cal /Osha Standards Board to adopt specific standards regarding criteria to be included in these written programs. The new regulations revised Section 3202 of the California Code of regulations, Title 8 (Industrial Relations): and WHEREAS, effective July 1, 1991 every employer in California shall establish implement and maintain an effective written Injury and Illness Prevention Program as part of their safety program; and WHEREAS, the program shall identify persons within authority to implement the program, and shall contain, a system to ensure employees comply with safe practices, a system for communicating with employees about safety matters and their right to report unsafe work practices or conditions without reprisal; and WHEREAS, it shall contain a system for evaluating work place hazards including a record keeping system of periodic inspections, unsafe conditions noted and corrective action taken, and a system for investigating occupational injuries and illnesses; and WHEREAS, it shall contain a system for correcting unsafe conditions in a timely manner based on the severity and frequency of the hazard and shall contain a system for training and instruction to employees and supervision including detailed documentation of such training; and NOW, THEREFORE, be it resolved that the City Council of Lynwood does hereby resolve as follow: Section 1. That the City Council of the City of Lynwood adopt the City's Safety Policy and Procedure Manual thereby establishing a Written Injury and Illness Prevention Program in the City of Lynwood.
