A meeting of the Orleans Planning Board was called to order at 4:00 p.m. in the Nauset Meeting Room at the
Orleans "Town Hall. Present: Chairman: Charles Bechtold; Vice - Chairman: Richard Hartmann; Clerk:
Debra Oakes. Regular Members: Chet Crabtree. Associates: Joy Coning (via Zoom) and John Ostman.
Planning Department Staff: George Meservey; Board of Selectmen Liaison: Mefford Runyon (via
Zoom). Absent: Alice Thomason Van Oot.
PUBLIC COMMENT
There were no public comments at this point in the meeting.
PLANNING BOARD REORGANIZATION
A. Chair: Chet Crabtree
MOTION: On a motion by Debra Oakes, seconded by Richard Hartmann, the Board voted
to nominate Chet Crabtree as Planning Board Chair.
VOTE: 5 -0 -0 The motion passed unanimously.
B. Vice Chair: Debra Oakes
MOTION: On a motion by Richard Hartmann, seconded by Chet Crabtree, the Board
voted to nominate Debra Oakes as Planning Board Vice Chair.
VOTE: 5 -0 -0 The motion passed unanimously.
C. Clerk: Alice Thomason Van Oct
MOTION: On a motion by Richard Hartmann, seconded by Charles Bechtold, the Board
voted to nominate Alice Thomason Van Oot as Planning Board Clerk.
VOTE: 5 -0 -0 The motion passed unanimously.

MOTION: A motion was made and seconded that the slate of Planning Board members
nominated as representatives to the committees listed above, be approved.
VOTE: 5-0 -0 The motion passed unanimously.
PLANNING BOARD SIGNATURE AUTHORIZATION LETTERS
Planning Board members signed updated copies of the Signature Authorization letters for the following
agencies:
A. Barnstable County Registry of Deeds
B. Boston Land Court

ORLEANS COMPREHENSIVE PLAN CHAPTER REVIEW - TRANSPORTATION
Planning Board members reviewed the Transportation chapter of the Orleans Comprehensive Plan and noted
the need to update the plan which was last adopted in 2006.
Planning Board members reviewed the following three goals in the Transportation section:
• To establish and maintain a multi -modal transportation system for present and future year -round and
seasonal needs. The system should be safe, convenient, accessible, effective, economical and should
be consistent with the Town's historic, scenic, natural resource, land use development and growth
management policies.
• To allow for less dependence on private automobiles by integrating a variety of transportation modes
and by promoting alternatives which reduce travel such as telecommunications and come
occupations.
• To assure convenient access to and safety in the downtown area.
CITIZEN'S PLANNING TRAINING COLLABORATIVE - FALL SCHEDULE
Planning Board members were informed Geroge Meservey - all courses offered virtually this year.
Board of Water & Sewer Commissioners (Richard Hartmann)
Iartmann reported that the sewer project is progressing and more work will continue on the toads in
town. Ilartmann noted that funding requests will be made for a short -term study on the design phase
that could take into consideration future work and funding for a person to manage the plan in the
future.
CommunitV Preservation Committee (Chet Crabtree)
Crabtree reported that the first meeting of the Community Preservation Committee is this week and
applications will be accepted over the next couple of months.
APPROVAL OF MINUTES: August 10, 2021
MOTION: On a motion by Clret Crabtree, seconded by Charles Bechtold, the Board voted to
approve the Planning Boatel minutes for August 10, 2021.
VOTE: 5 -0 -0 The motion passed unanimously.

ADJOURNMENT
MOTION: On a motion by Richard Hartmann, seconded by Chet Crabtree, the Board voted to
adjourn the Planning Board meeting at 5:00 p.m.
