A RESOLUTION OF THE CITY OF LYNWOOD ADOPTING THE ANNUAL
OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE FISCAL
YEAR 1992/93
WHEREAS, the City Manager has submitted a proposed Annual
Operating and Capital Improvement Budget for the Fiscal Year
1991/92; and
WHEREAS, the City Council has studied the proposed budget; and
WHEREAS, the City Council held workshops to discuss the budget
and a copy has been available for public review in the City Clerk's
office prior to this meeting; and
WHEREAS, a public hearing was held to hear public comment
regarding Lynwood's Annual Operating Budget; and
WHEREAS, the proposed budget includes revenue projections
based upon certain assumed fee increases which must be considered
and approved by Council under separate action after a public
hearing properly noticed; and
WHEREAS, should said assumed fee increase not be approved by
Council the proposed budget would need to be modified to reflect
such non - approval;
NOW THEREFORE, the City Council of the City of Lynwood does
hereby find, order and resolve as follows.
Section 1. The Annual Operating and Capital Improvement
Budget for the Fiscal Year 1992/93 is hereby approved.
Section 2. During the upcoming fiscal year, the City Manager
of his designee is hereby authorized to approve any transfer
between accounts, provided that:
1. They are within the same general group of accounts (Personnel,
Operations or Capital Outlay);
2. They are being transferred to cover expenses of temporary
personnel due to vacant positions;
3. They are within the same fund;
4. They do not exceed $10,000.00 per transfer.
Section 3. In order to balance the FY 1992/93 Budget,
numerous line item reductions were necessary. In order to mitigate
the effects of these reductions and allow Departments to prioritize
the use of funds provided, the City Manager is authorized to
approve a one -time only transfer of funds between groups of
' accounts and in excess of $10,000.00
Section 4. This resolution shall go into effect immediately upon
its adoption.
