A RESOLUTION OF THE CITY OF LYNWOOD AUTHORIZING
THE CITY MANAGER TO PRE - APPROVE BUDGETED
DISBURSEMENTS 'ZN THE ABSENCE OF AN ADOPTED
BUDGET
WHEREAS, the duties of the City Treasurer are to receive and
safely keep all monies received by the City of Lynwood; and
WHEREAS, according to Government Code, the City Treasurer
shall sign warrants to pay monies only on warrants approved by
legally designated persons; and
WHEREAS, the City of Lynwood Municipal Code section 2- 2.6(e)
states that no expenditure shall be submitted or recommended to the
City Council, unless approved by the City Manager; and
WHEREAS, the City Council and staff strive to prepare and
adopt the City's annual operating budget prior to the end of the
preceding fiscal year; and
WHEREAS, from year to year situations may arise which make the
adoption of an annual budget after the end of the preceding fiscal
year necessary and advisable; and
WHEREAS, there is need for City Counc authorization to make
those expenditures and payments which are necessary to continue
City operations during periods for which there is not an officially
adopted operating budget.
NOW, TEEREFORE, the City Council of the City of Lynwood does
' hereby find, order and resolve as follows:
SECTIOti' . That, during those periods when it is necessary to
conduct operations absent an approved operating budget, the City
Manager is authorized to approve those expenditures and payments
that are necessary to allow the operations of the City to continue
in an uninterrupted manner.
SECTION 2. That any expenditures and payments which are made
absent an adopted operating budget under this Resolution be
included within line items of any budget presented for City Council
approval subsequent to said expenditures and payments.
SECTION 3. That this Resolution shall go into effect
immediately upon its adoption.
