A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD ADOPTING A NEGATIVE
DECLARATION CONCERNING THE SOURCE REDUCTION
AND RECYCLING ELEMENT AND THE HOUSEHOLD
HAZARDOUS WASTE ELEMENT
WHEREAS, the City of Lynwood has prepared a Source
Reduction and Recycling Element and a Household Hazardous Waste
Element pursuant to the California Integrated Waste Management
Act of 1989, guidelines established pursuant thereto and related
legislation; and
WHEREAS, an Initial Study of said elements
completed pursuant to the authority and criteria contained in the
California Environmental Quality Act and the CEQA Guidelines of
the City of Lynwood; and
WHEREAS, said Initial Study reveals that there
are certain environmental impacts requiring mitigation measures
but that will be reduced to a level of insignificance; and
WHEREAS, said Initial Study reveals substantial
evidence that said elements may have a significant impact on the
environment and a Negative Declaration was prepared for
presentation and review at a Public Hearing on August 18, 1992.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
LYNWOOD DOES RESOLVE AS FOLLOWS:
SECTION 1: That the City Council hereby finds
that there is no substantial evidence presented at the Public
Hearing on this item that the Source Reduction and Recycling
Element and the Household Hazardous Waste Element will have a
significant environmental impact.
SECTION 2 : The City Council finds that the
�+ mitigation measures, which will be incorporated into the Project,
will avoid or substantially lessen each significant effect
identified in the Negative Declaration.
SECTION 3: In view of the foregoing, the City
Council hereby certifies that the Negative Declaration for the
Project has been completed in accordance with the provisions of
CEQA and applicable state and local guidelines.
SECTION 4: The City Clerk shall certify to the
passage and adoption hereof.
