HomeMy Public PortalAbout036-2016 - Airport- Grant Ordinanace from US Federal Aviation Admin for Rehab of runways.COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE 36-2016 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL AVIATION ADMINISTRATION WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The Federal Aviation Administration has grant funding available through its Airport Improvement Program; and WHEREAS, The City of Richmond desires to submit a grant application to assist with the costs associated with the Airport Runway 15-33 Rehabilitation Project located at the Richmond Municipal Airport; and WHEREAS, A ten percent (10%) match is required for this grant, of which four percent (4%) will be provided by the Indiana Department of Transportation for the City of Richmond so long as the City of Richmond provides the remaining six (6%) match of the funding grant. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: The City of Richmond in accordance with IC 36-1-4-10 has submitted or will submit a grant application to the Federal Aviation Administration for the 2016 Airport Improvement Program grant for the Airport Runway 15-33 Rehabilitation Project. 2. The City of Richmond is authorized to accept said grant funding in an amount up to Two Million Two Hundred Eighty-five Thousand Three Hundred Fifty-six Dollars and Zero Cents ($2,285,356.00) from the Federal Aviation Administration and to accept One Hundred One Thousand Five Hundred Seventy-two Dollars and Sixteen Cents ($101,572.00) from the Indiana Department of Transportation. 3. The City of Richmond shall be required to match a maximum of One Hundred Fifty- two Thousand Three Hundred Fifty-seven Dollars and Zero Cents ($152,357.00) for the local match, so long as the Indiana Department of Transportation pays the amount of One Hundred One Thousand Five Hundred Seventy-two Dollars and Sixteen Cents ($101,572.00). The City of Richmond match shall come from TIF funds pledged by the Richmond Redevelopment Commission at its July 5, 2016, meeting (Redevelopment Resolution No. 13-2016). 4. If the grant is awarded to the City of Richmond, said funds from the United States Federal Aviation Administration in the amount of up to Two Million Two Hundred Eighty-five Thousand Three Hundred Fifty-six Dollars and Zero Cents ($2,285,356.00), and the local match from the Indiana Department of Transportation in the amount of up to One Hundred One Thousand Five Hundred Seventy-two Dollars and Sixteen Cents ($101,572.00), and the local match from the City of Richmond in the amount of up to One Hundred Fifty-two Thousand Three Hundred Fifty-seven Dollars and Zero Cents ($152,357.00) shall be appropriated for assistance with the costs associated with the Airport Runway 15-33 Rehabilitation Project located at the Richmond Municipal Airport.
