A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO EXECUTE THE ATTACHED AGREEMENT
BETWEEN THE CITY OF LYNWOOD AND LYNWOOD UNIFIED SCHOOL DISTRICT
WHEREAS, the complexity of community problems. points at an increasing need
for governmental agencies and related public service agencies to mobilize their
respective resources for the common purpose of improving the quality of community life;
and
WHEREAS, the City and the Lynwood Unified School District have a long
history of joint cooperation in using public facilities and developing programs, and
WHEREAS, other related public, non - profit, private community organizations
provide programs and'services for community betterment; and
WHEREAS, the limited amount of tax money and other resources available to
meet public demands for facilities, programs, and services requires that it be used
efficiently; and
WHEREAS, our schools and park facilities are a major focal point to this
community; and
WHEREAS, exceptions may exist for the District and City where budgetary
restraints, security and /or public safety requires either agency's facilities to be closed,
and
WHEREAS, improving the quality of community life by providing facilities,
services and programs is the mission of the City
NOW, THEREFORE, THE CITY OF LYNWOOD DOES HEREBY FIND,
ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City of Lynwood joins the - Lynwood Unified School District
in adopting the following mutual goal: ,
All public facilities and grounds, whether owned by the City or District, shall benefit and
be used by Lynwood residents to the maximum extent possible. District and City have
mutual interests in helping young people learn and develop recreation skills, and to
provide opportunities for people of all ages to participate in recreational activities It is
incumbent upon the District and City to develop a unified approach to serve the
community's recreation needs and to maintain cooperatively the safety and cleanliness
of City and District facilities and grounds in order to foster community and neighborhood
learning, recreation and vitality
Section 2. In addition of the goal established in Section 1 of this resolution, the
City and the Lynwood Unified School District agree to
A. Assess direct charges for services occurring outside ',the facility's normal
operating hours, or for any use of the facility requiring the specialized
services of the owner facility
B Use the facilities and grounds based on sound fiscal.consideration.
Neither the District or City will be required to subsidize the other's use of
it's facilities.
C Maintain records of use associated with joint use programming, including
dates and hours of use, and the nature of the activities and /or programs
conducted.
D Approve the amended changes to the section titled, "Term of Agreement"
to reflect the intended language that the City and District both agreed on
for a year- contract agreement with the right to terminate by providing not
less than six (6) months' written notice of its intention to terminate by
either party
Section 3. The Mayor is authorized to execute the agreement in a Form
approved by the City Attorney between the City of Lynwood and the Lynwood Unified
School District, to provide facilities use
Section 4. This Resolution shall take effect immediately °upon adoption.
Section 5. The City Clerk shall certify to the adoption of this Resolution.
PASSED, APPROVED and ADOPTED this 6 day of March 2012.
