REGULAR MEETING OF THE PERSONNEL BOARD
JANUARY 19. 2012
The regular meeting of the Personnel Board of the City of Lynwood was held on
Thursday, January 19, 2012 at 5 p.m. in the Council Chambers of City Hall,
11330 Bullis Road, Lynwood, California. The agenda was duly posted as
prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5 p.m. by Chairperson Robinson. Roll call
was taken by Alfredo Lopez, HR Director
Commissioner Attendance.
Present — Bradley, Robinson; Esparza, and Espinoza
Absent — Perez
Staff Present:
Alfredo Lopez, HR Director; Yolanda Delgadillo, Personnel Analyst
PLEDGE OF ALLEGIANCE
Led by Commissioner Esparza.
APPROVAL OF MINUTES
The motion was made by Commissioner Esparza and seconded by Commissioner
Bradley to approve the minutes of the regular meeting of November 17, 2011 All in
favor Motion carried.
PUBLIC ORALS -None
INFORMATIONAL ITEMS
Mr Lopez informed the Board that at the November meeting a member inquired
about the procedures to sell a car Parking Control Manager JD Whitaker will be
providing a copy of the ordinance and staff will mail each member a copy Vice -
Chairperson Espinoza stated that she wants a reminder to be sent to the residents.
Mr Lopez is talking to the Public Relations Director about advertising options.
The Board discussed potential dates for an appeal hearing. The Board agreed on
February 1 8'n 9th and April 4th and a starting time at 3 30 pm.

COMMISSIONER & STAFF ORALS
Commissioner Esparza stated that he received a letter from the City Clerk's Office
and wanted to know if he needed to reapply for the commissioner seat. Mrs.
Delgadillo responded that each member had to reapply per Council direction at the
December 20 meeting. She distributed a copy of the application.
Commissioner Bradley asked why personal information was advertised along with a
claim going before Council. She does not think it was appropriate to list all the
names of the employees and wanted to know if the employees were aware that
their names where going to be all over Mr Lopez responded that the individual
filed a tort claim in the City Clerk's Office. The list of names was part of the claim
therefore anything that goes through the City Clerk's Office is then public record.
Commissioner Bradley then responded that such incidents should be done in a
separate manner instead of taking Council's time. Mr Lopez responded that it is up
to claimant to request their claim to be reviewed either in closed session or in
public.
CLOSED SESSION
The Board adjourned to closed session at 5:27 p.m. The Board came out of closed
session at 5.40 pm and reported that the Eligibility List for the position of Account
Clerk and the Controller and Audit Manager were approved. All favor Motion
carried.
ADJOURNMENT
Commissioner Bradley made the motion to adjourn and Vice - Chairperson Espinoza
seconded. The meeting adjourned at 5.49 p.m. All in favor Motion carried.
