Park St., McCall, ID 83638 Members Present: Dan Scott, Rick Fereday, Matt Shaddle, Mike Weiss Staff: Nate Coyle, Jay Scherer Other: Kevin Bissell, John Anderson, Mike Anderson Dan Scott called the meeting to order at 12:03 PM Public Comment There was no public comment. Airport Manager Introduction —Jay Scherer Jay Scherer was introduced to the committee members. Approve Minutes from December 3, 2015 The December 3, 2015 meeting minutes were presented for review. A motion was made by Mike Weiss to approve the November 5, 2015 meeting minutes. Rick Fereday seconded this motion. The motion passed unanimously. Annual AAC Report to City Council Nate Coyle presented a draft document outlining the accomplishments of the AAC for the year 2015 and an overview of 2016 projects. Dan Scott will create a presentation and brief the City Council on January 28, 2016. AIP 021— Land Acquisition Update Nate Coyle provided an update stating that efforts on land acquisition are continuing, and that an update would be provided to the AAC when available. Airport Minimum Standards Review Nate Coyle presented draft language of proposed revisions to minimum standards. The AAC provided additional comment. Jay Scherer will provide AAC members soft copy of the matrix in Appendix B prior to next meeting to enable further discussion. Airport Rules/Regulations Review Nate Coyle presented draft language of proposed revisions to airport rules/regulations. The AAC provided additional comments. Jay Scherer will address the comments and present to the AAC. Lease Rate Analysis Update Nate Coyle provided copies of appraisal information with a blended and split rate recommendation to the AAC at Dec 3 meeting. After review of the information it was determined the contracting firm that provided the info should be requested to attend the next AAC to clarify their methodology. Park St., McCall, ID 83638 Members Present: Dan Scott, Matt Shaddle, Mark Thorien, Mike Weiss (via telephone) Staff: Nate Coyle, Jay Scherer Other: Kevin Bissell, Mike Anderson Dan Scott called the meeting to order at 12:06 PM Public Comment Mike Anderson expressed appreciation for the work Ben Gau has provided to the airport and the tenants and requested the airport make every effort possible to retain his services. Term Expiration — Appointing/Reappointing Committee Members Rick Fereday's term has expired. He has indicated he is interested in continuing on the committee. Per City Code the vacancy will be advertised for two weeks. The AAC will review applications and make a recommendation for City Council. Approval of Minutes from March 3, 2016 The March 3, 2016 meeting minutes were presented for review and approval. A motion was made by Mark Thorien to approve the minutes. Matt Shaddle seconded the motion. The motion passed unanimously. Lease Rate Analysis Update Lease rate discussion was deferred until next meeting due to scheduling issues preventing input from Valbridge Property Advisors. Airport Manager Topics a. McCall Comprehensive Plan: The City is planning an event to thank the various boards and committees for their service to the city and to seek input at a visioning session. Details to be emailed. Michelle Groenevelt Community Development Director is scheduled to attend the May Airport Advisory Committee meeting. b. Snow Removal Equipment: The Rolba snowblower was delivered to the airport and is in use. The specifications for a snow plow are under development for procurement under the FAA Airport Improvement Program. c. AIP 021— Land Acquisition Update: Jay Scherer updated the Committee on the status of the Land Acquisition. d. Hangar Projects: Interest has been expressed in developing hangars in the Triangle area. The airport and TO Engineers are working with proponents on development procedures and requirements. Gem Air Commercial Lease Gem Air has requested to lease 1000 sq ft of Hangar 101 to perform Air Taxi/Charter services for the period May 1, 2016 — September 30, 2016. The application was reviewed. Mark Thorien moved to recommend approval of the lease to City Council. Matt Shaddle seconded the motion. The additional comments will be incorporated in a clean document for presentation at the next meeting. Three Month Calendar Review The Committee reviewed the scheduled dates for AAC meetings, City Council meetings and other dates of interest and importance to the Committee.
