Park St., McCall, ID 83638 Members Present: Dan Scott, Matt Shaddle, Mike Weiss, Rick Fereday Staff: Jay Scherer Other: Kevin Bissell, Judd Deboer, Mike Deboer Dan Scott called the meeting to order at 12:05 PM Public Comment Kevin Bissell discussed initial thoughts on FY17 AIP project to repair apron near the self-service fuel pumps, repair and regrade storm drain, and work other apron and taxiway surfaces as money allows. FAA estimate of grant funds available is $lmillion. Approval of Minutes from July 7, 2016 The July 7, 2016 meeting minutes were presented for review and approval. Typos were identified. A motion to approve the minutes was made by Rick Fereday and seconded by Matt Shaddle. The motion passed unanimously. The August 11, 2016 AAC meeting was cancelled due to lack of quorum. Term Expiration — Appointing/Reappointing Committee Members Rick Fereday was appointed to another three year term at the July 14th meeting of the City Council. Mike Weiss' term expired end of August. Mr. Weiss is seeking an additional term and two additional applications from Johnny Miller and Walter. Sledzieski. Mike Weiss recused himself from the vote. After review of letters and discussion of applicant's qualifications Rick Fereday motioned to recommend Mike Weiss for a second term. Matt Shaddle" seconded the motion, and it passed unanimously. Airport Rules and Regulations and Minimum Standards Review Both documents are on the agenda for the September 8 City Council meeting for approval. Lease Rate Analysis Update Airport Manager briefed lease rates were still under analysis but provided rough data comparing current rate, the Valbridge provided rates and a $.24 blended rate. The dollar figure of the $.24 rate when fully realized is roughly equivalent to the current income with various rates. Mr. Scherer expressed the need to have an implementation plan for the rates when addressing the council to show that there will be no significant loss in airport revenue. Mr. Fereday agreed to work with Mr. Scherer and assist in addressing the Council. MYL High Flying Club (Independent Operator) Commercial Application 'The MYL High Flying Club submitted an application for operation at the airport. The Committee reviewed the application and verified the applicant met the Airport Minimum Standards. Rick Fereday made a motion to forward the application, to the City Council recommending approval. Matt Shaddle seconded the motion which passed unanimously. McCall Comprehensive Plan: Two meetings are to be held September 13 and 14 to collect public input on the Comprehensive plan. Park St., McCall, ID 83638 Snow Removal Equipment: The bid opening was June 2, 2016 at 2pm. One timely bidder was received a second bid was received after the bid deadline. The late bid was returned unopened and the bidder protested. After City Council heard the protest with both the protesting and timely bidder present at the City Council Meeting. Council decided to award bid to the timely bidder. The award was made to M-B Industries and delivery is expected in January. ALP 021— Land Acquisition Update: The process of serving summons has begun and the City attorneys were coordinating with the defendant's attorney as to which clients in the complaint the defendant's attorney would accept service. Hangar Projects: The airport and TO Engineers are working to develop an RFP package to assess the viability of developing the triangle area. . IAA Open House Wrap Up The Open house was a success with an estimated 400 to 500 in attendance. Ninety two were counted in attendance at Steve Swanson's talk with an additional 100+ viewing exhibits. Matt Shaddle expressed concern as to the dates of future Open Houses may occur during fire season. Three Month Calendar Review The Committee reviewed the scheduled dates for AAC meetings, City Council meetings and other dates of interest and importance to the Committee. Motion to adjourn was made by Rick Fereday and seconded by Matt Shaddle.
