Meeting Minutes

Dan Scott called the meeting to order at 12:05 PM
Public Comment
None.
Approval of Minutes from September 8, 2016
The September 8, 2016 meeting minutes were presented for review and approval. A motion to
approve the minutes was made by Rick Fereday and seconded by Mike Weiss. The motion
passed unanimously.
Term Expiration — Appointing/Reappointing Committee Members
Mr. Scherer reported that Mike Weiss was reappointed for a three year term at the September 8,
City Council Meeting.
Airport Rules and Regulations and Minimum Standards Review
Mr. Scherer reported both documents were signed at the September 8, City Council meeting.
Lease Rate Analysis Update
Mr. Scherer briefed lease rates were still under analysis but provided additional data on which.
hangars would impacted the most by the rate change. Hangars with uncovered land would see the
largest increase to include commercial hangars. It was noted that several of the non-commercial
hangars were for sale and would incur the rate increase upon completion of the sale.
Additionally, it was suggested that the adopted lease rate only apply to non-commercial hangars
with commercial hangars having a negotiated lease rate.
McCall Auto Club (Independent Operator) Commercial Application _
The McCall Auto Club submitted an application for operation at the airport. The Committee
reviewed the application and verified the applicant met the Airport Minimum Standards. Mr.
Scott made a recommendation to amend the application form to eliminate unneeded areas
pertaining to leasing and Mr. Fereday expressed the need to clarify where the Auto Club would
park. Mr. Fereday motioned to forward the application to the City Council with the
aforementioned changes for approval. Mr. Scott seconded the motion which passed unanimously.
McCall Comprehensive Plan: Brief discussion on Comprehensive Plan process impact on
zoning. A request was made to provide the AAC with planning documents being developed.
Snow Removal Equipment: Snow equipment is on order with M-B Industries.
AIP 021— Land Acquisition Update: The process of serving summons continues.
Hangar Projects: The airport and TO Engineers are working to develop an RFP package to
assess the viability of developing the triangle area.

FY 17 Budget/Idaho State Capital Improvement Plan
The FY 17 budget and state CIP programs were provided to the Committee and discussion was
had about the Committee's future involvement in the development process. Additionally, Mr.
Scherer offered to provide quarterly expenditure/revenue data.
Three Month Calendar Review
The Committee reviewed the scheduled dates for AAC meetings, City Council meetings and
other dates of interest and importance to the Committee.
Motion to adjourn was made by Rick Fereday and seconded by Matt Shaddle. The Committee
adjourned at 13 :25 PM
