Subject: Bal Harbour Police Department Weekly Report for the period of
February 23, 2024, through February 29, 2024
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
Code Enforcement Officers conducted 102 Ordinance Investigations including 26 NPDES inspections.
In addition, 21 code and beach area checks were conducted. One party was observed walking a dog on
the beach. The party did not reside in the Village, and they removed the dog immediately.
CEOs completed 10 supplement reports on open pending cases.
Building department officials assisted with several inspections of on-going residential construction sites.
In addition, the building and CEOs responded to the Beach Haus 10250 and met with project supervisors
regarding pending issues which are being corrected.
Criminal Investigations
investigating the case alongside the Homeland Security Investigations (HSI) on a federal level. Detectives
provided the sister agency with all pertinent documents and will continue to provide support during the
investigative process.
Detectives investigated a road rage incident that occurred along Collins Avenue. The victim alleged an
unknown suspect threw items at his vehicle. The reporting officer noted the victim could not identify the
suspect involved. When detectives attempted to gather additional information about the case, the victim
ceased communication and refused to participate further. The CID closed the case due to lack of victim
cooperation. There was no injury report and no property damage reported.
The CID and State Attorney’s Office collaborated on the final touches to an arrest affidavit against a
suspect involved in a short-change scam at a retailer at the Bal Harbour Shops. The warrant is ready for
presentation to a judge for the Court’s approval.
The CID continues to assist with the purging
notification to the Circuit Court and request for approval to destroy the items.
Detective Gonzalez taught an Autism Awareness
Department’s Police College. The training is offered to all police recruits before graduation from the
Collins Corridor Unit (CCU)

Collins Corridor. Throughout the week the CCU also augmented the efforts of the Beach Safety Officer
(BSO) by conducting frequent area checks of the beach, jetty, hardpack and jogging path.
The CCU attended the 7th annual Bal Harbour Police Department and the Rotary Club of Bal Harbour 5K
Run/Walk in Haulover Park. The CCU was tasked with providing bicycle patrol security at the event and
led the participants through the course.
The CCU assisted road patrol units during the Dolphins Cycling Challenge by assisting with traffic control
and facilitating a smooth and unobstructed ride through Bal Harbour Village for all the participants.
The CCU participated in a multi-agency traffic saturation detail in Surfside. The purpose of this initiative
During the 4-hour detail, there was a total of 304 citations and 5 arrests.
In response to concerns about drivers not stopping at stop signs at the Ritz Carlton/Harbor House, the
CCU conducted several enforcement details at that location. CCU issued multiple violations during these
details and will continue to monitor the area to prevent further violations.

Marine Patrol continued their high visibility and enforcement patrols in our coastal and intra-coastal
areas.
A Bal Harbour officer is on his second week of on-the-job training with our Marine Patrol Unit. This week,
the officer expanded his geographic familiarization by visiting the sector Miami Coast Guard station in
Miami Beach and the Ft. Lauderdale Coast Guard station as these locations frequently conduct training,
mission briefings and other meetings with local law enforcement. During this training session, the officer
marine officers due to their limited and narrow docking spaces. In addition, these exercises allowed the
officer to familiarize himself with different factors affecting docking such as tide, current variations, and
wind conditions. The officer was also familiarized with various locations throughout our surrounding
areas where marine assistance is generally requested.
Marine Patrol issued a loud music warning to a Captain of a vessel on the sandbar and later investigated
a complaint of the “Aquatic Flavors” vessel being anchored too close to the seawall and attracting other
boaters. The vessel was not in violation; however, the interim Boat Captain voluntarily moved the vessel
further west to not cause any further inconvenience to the anonymous complainant.
Marine Patrol attended the 7th annual Bal Harbour Police Department and the Rotary Club of Bal
Harbour 5K Run/Walk in Haulover Park. Marine Patrol officers were tasked with providing security for
the event site via our waterways, while having a high visibility police presence at the location.

Bal Harbour Police participated in the final day of Operation Stingray; a multi-agency Marine Patrol
Operation spearheaded by the United States Coast Guard.
The Marine Patrol supervisor coordinated mutual aid requests for assistance from the Miami Beach
Police during Spring Break. Although Bal Harbour Police Marine Patrol will be assisting Miami Beach
Police during high impact weekends, Marine Patrol coverage in Bal Harbour will not be affected by this
mutual assistance.
Marine Patrol reported several paragliders flying at low altitudes towards the evening hours over our
beach. The marine patrol supervisor contacted the Federal Aviation Administration Aviation (FAA) and
when provided with this information, the FAA advised they have launched an investigation into this
matter.

Marine Patrol, the Collins Corridor Unit (CCU) conducted frequent area checks of the beach, jetty,
hardpack and jogging path.
Saks Fifth Avenue associates told officers two females entered the store and concealed store
merchandise and exited the store without paying. Officers located the suspects and placed them under

the driver had multiple active arrest warrants. The warrants were confirmed, the driver was placed

Saks Fifth Avenue associates told officers a suspect entered the store and concealed merchandise, the
suspect then exited the store without paying. Officers conducted an area canvas and were unable to
locate the suspect. This case has been forwarded to the Criminal Investigations Division for further

Upon returning to his vehicle, the license plate was missing, and the fastening screws were found on
