AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH T &M ASSOCIATES —
ALTERrNATIVES ANALYSIS AND PHASING PLAN
NOE STREET AREA DRAINAGE STUDY PROJECT
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the Alternatives Analysis and Phasing Plan for the Noe Street Area
Drainage Study Project; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $13,500.00; and
WHEREAS, the Nlayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering services
related to the Alternative Analysis and Phasing Plan for the Noe Street
Area Drainage Study Project, in a total amount of $13,500.00 billable
in accordance with T &bPs existing contract with the Borough is
hereby approved;
2. That annexed hereto is a copy of said proposal;
3. That this action is approved as an award of a professional services
contract pursuant to N.LS.A. 40A:11- 5(1)(a) in accordance with the
Borough's Fair and Open Process as authorized by law.

Noe Street Area Drainage Study
Dear Mayor and Council Members;
T &M Associates is pleased to present this scope of services and fee estimate for the
preparation of an alternatives analysis, project cost estimates, and a phasing plan for the
improvements proposed and presented in the Noe Street Area Drainage Study which was
prepared to investigate flooding problems within the Noe Street Area of the Borough. It
is our understanding that the Borough wishes to review alternative drainage system
upgrade plans, prepare construction cost estimate for the alternatives, and outline a
project phasing plan for the proposed improvements required to address the current
flooding problems that occur in the vicinity south of Noe Street, Cooke Avenue, and
surrounding local streets for the drainage area which ends at Perishing Avenue. The area
drains via a 48" pipe and flood gates into Noe's Creek which in turn drains into the
Arthur Kill.
Scone of Services
Based on the Noe Street Area Drainage Study findings, it is necessary to further evaluate
and plan the recommended drainage system improvements. The following is a summary
of the proposed services included herein;
Task 1. Alternative Analyses & Mapping — In order to develop a more cost
effective plan for the recommended drainage system improvements, an analysis of
alternative equalization basin concepts and system improvements plans to divide
the Noe Street Drainage Basin into two distinct areas is required.
We will investigate the benefits of using a larger detention basin to store the
drainage basin stormwater runoff to help reduce local street flooding during high
tide condition. Several detention basin sizes will be considered and modeled to
determine the most effective size of the basin to mitigate neighborhood flooding.
Improvement alternative analyses will also be evaluated for the most efficient and
cost effective method of mitigating neighborhood flooding and providing the
sizing of the stormwater pump station recommended for the area. The Upper and
Lower Basins identified in the original study will be further defined and evaluated
to develop final relief line routing plans to mitigate local flooding.

The following specific tasks will be performed:
a. Additional field reconnaissance will be required to note tidal elevations
affecting the site and the layout of the collections system.
b. Due to the presence of the existing synthetic athletic fields in the area of the
former Noe's Creek bed, alternative pipe routing considerations will be
required to be able to install the new outfall pipelines without affecting the
fields. The project improvements call for additional outfalls to separate the
system and relieve pressure and backwater effects on the Noe Street area.
c. Alternative alignments will need to be investigated to facilitate the installation
of the new outfall pipes, gravity outfall from the upstream areas, and the
proposed pump station discharge pipeline.
d. Additional revisions will be required to the project plans, maps and figures to
illustrate the outfalls and revised alternative pipe alignments and detention
basins.
e. Revisions will be required to the preliminary pipe calculations and stormwater
routing models. The calculations will be performed to determine that the
preliminary sizes of the facilities and system improvements will yield positive
results to mitigate the local flooding.
Task 2. Preliminary Construction Cost Estimates - We will prepare
preliminary construction and total project cost estimates including construction,
soft costs, and associated permitting and related financing and administrative
costs for the recommended improvements presented in the Noe Street Area
Drainage Study. T &M will perform the following:
a. Prepare detailed preliminary cost estimates for the recommended
improvements to help remediate the flooding at the Noe Street Area.
Estimates will be prepared for the local drainage system improvements;
equalization basin and stormwater pump station; and new Upper and
Lower Basin relief outfall pipelines,
b. The cost estimates will be incorporated into final Noe Street Area
Drainage Study report and match report recommendations.
Task 3. Construction Phasing Plan — We will outline a phased construction
program for the recommended improvements included in the Noe Street Area
Drainage Study. The phasing will consider the equalization basin; stormwater
pump station; and local system improvements in the Upper and Lower Drainage
Basins and the new downstream discharge facilities for these two basins.

Fee Schedule
T &M will provide the above -noted scope of services for an estimated cost not to exceed
$13,500. The Scope of Services described above shall be billed in accordance with the
Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges in our current
annual engineering services agreement.
We appreciate the opportunity to submit this scope of services for professional services in
connection with the Noe Street Area Drainage Study project. We believe the proposed
scope of work is consistent with your requested project scope.
