A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel I Reiman at 6:00
P.M., Thursday, July 18, 2013, Council Chambers, 61 Cooke
Avenue, Carteret, New Jersey.
Upon individual roll call the following were noted present:
Councilmembers Vincent Bellino
" Jorge Diaz
Dennis DiMascio
" Randy Krum
Susan Naples
Noted absent was Councilman Joseph Sitarz.
Also noted present was Municipal Clerk Kathleen M. Barney and
Borough Attorney Robert J. Bergen.
The meeting was opened with a minute of Silent Prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 3, 2013, in full compliance with
the Open Public Meetings Act, a notice of tonight's meeting was
sent The Home News Tribune, The Star Ledger and posted on the
bulletin board. Notice was also published in The Home News
Tribune and The Star Ledger on January 8, 2013.
Upon MMS &C by Councilmembers Bellino and Krum and
unanimous affirmative vote of the four (4) members present, the
minutes of July 11, 2013 were approved as transcribed and

Mayor Reiman swore in the new Fire Department Lieutenants:
Brendan Rhodes, Daniel Biel, Nathaniel Reynolds and James
McFadden.

Councilmember Diaz asked if Resolution #13 -143 is a renewal to
be pocketed.
Mayor replied that it is a pocket license which basically means to
the public, it is an inactive license not at a particular location. The
State Treasury has renewed his license via a special ruling and
they request that we consent to that. So it will be renewed for a
one (1) year term. They have to open or sell next year or we'll
have the same discussion a year from now.
Mayor Reiman asked for a motion on the Consent Agenda.

Mayor and referred to the Council for action.

Carteret Volunteer Fire Co. — Upon MMS &C by Councilmembers
Naples and Krum and unanimous affirmative vote of the (5) five
members present, a new member to Carteret Volunteer Fire Volunteer Fire Co.
Company, Casey Heughins was approved.
Committees —

BUILDINGS & GROUNDS — Councilwoman Naples reported that Buildings & Grourls
they are doing seasonal maintenance and keeping up with the
heat and filling other department's vacation schedules so they
have adequate coverage in all departments. Thank you.
FINANCE & ADMINISTRATION — Councilman Diaz reported in the rye & Pddnistration
tax collection office the bills were mailed out yesterday. The due
date for this time of year would be August 10` Also, the second
half of the Sewer Bills will be prepared next month as soon as we
get the water meter readings from the company. Also wanted to
congratulate the four (4) new Lieutenants to the Fire Department.
Other than that, Progress.
FIRE — Councilman Krum reported that he'd like to commend the Fire
Fire Department and EMS. We are now a Twenty -four (24) hour
service. They are doing a heck of a job. He said he just noticed on
the Turnpike, Engine 3 heading down to the shop for Fuel for a
fuel tank, battery charge and major water leak being repaired.
Truck 5 is back in service from the shop. The new Chief's vehicle is
in service and the equipment is being serviced, in house and we
saved about eight thousand dollars ($8,000.00) in labor cost.
Progress In the Fire Department.
PARKS, RECREATION & PUBLIC PROPERTY — Councilman Bellino Pte, Recreation &
reported the normal day to day operations in the Parks Public Property

Re: Parks ODn't
Department. The actual Spray Park is open and the kids are having
a blast, especially now with the heat wave. The lake is being
drained due to the salty water and we'll probably get it refilled
next week. After the salt goes away, after Hurricane Sandy we'd
be able to put the fish back and we can continue with the fishing
derbies and more normal day to day things. Progress.
Police POLICE — Councilman Sitars was noted absent- Progress in his
department.
Public Works PUBLIC WORKS — Councilman DiMascio reported that just daily
business is going on. It's been very hot for the men but they are
still performing all their duties, big trash and recycling. Progress.
Board of Education BOARD OF EDUCATION LIAISON - Councilwoman Naples reported
Liam that she does see the men working out there and have
encouraged them to drink a lot of water. Several major projects
are going on in the school; Columbus & Nathan Hale are virtually
off limits. They are getting new windows in both buildings and the
High School cafeteria floor has buckled several times with all the
major storms. That's being replaced. Everything should be ready
to go by September 1.
Mayor Reiman said he had two announcements to make with
Mayor's Discussion regard to transfers. We have hired a police officer Megan Burak
who is being hired off the Civil Service list as a full time police
officer. She lives in Carteret. Also an intergovernmental transfer
Mr. Javier Diaz, he is a police officer with Kean University . He is
eligible under the transfer list. He was previously hired under a
Civil Service List and has served as a University Police Officer
which is comparable to a Municipal Police Officer for several
years.

affirmative vote of the five (5) members present, the meeting was
adjourned at approximately 6:15 P.M.
Mayor Reiman said before they leave, because we are actually
doing this outside as part of the Business Partnership and before
he gavel's this closed; the Boy Scouts are here today. We are Discussion
going to go outside for a presentation from the Carteret Business Gon't
Partnership. As you know, the Carteret Business Partnership is our
private non - profit economics development arm in Carteret. They
represent 400 Business owners in the town. They represent the
Borough and a lot of interest. We worked with them throughout
the years to make improvements to Carteret along the
Streetscapes. They support business retentions and grants, small
business loans and business recruitment. They spend about a
million dollars a year helping to enhance and improvement and to Re: Boy Scouts
keep Carteret clean, A Few months ago the Mayor had a
discussion with Jack Craft who brought to his attention the need
to transport equipment for some of the trips the Boy Scouts go
on and also for storage. He said he reached out to the Business
Community and they met in the Mayor's Office and they have
agreed to make a donation of the trailer from the Business
Partnership to the Boy Scouts. That is being pulled around as we
speak. We can go outside and take a look at it and then turn it
over to you guys.
